Tough line on Folsom growth
Under measure, voters would decide zoning south of Highway 50.

A Folsom citizens group Thursday filed signatures to place on the November ballot a measure that would give local voters direct control over whether the city grows south of Highway 50.
If passed, the initiative would require the city to obtain majority voter approval before rezoning any of the 3,600 acres of land south of the freeway and inside its sphere of influence.
Also as part of the measure, in the event that such a rezoning received voters' blessing, the city would still be required to keep at least half the land as open space. It also would have to find a new source of water to serve the growth south of the freeway.
Finally, the initiative contains another, even more daunting, barrier to the city's southward expansion: Before building could occur, two more lanes would have to be added to Highway 50.
