Tough line on Folsom growth
Under measure, voters would decide zoning south of Highway 50.

A Folsom citizens group Thursday filed signatures to place on the November ballot a measure that would give local voters direct control over whether the city grows south of Highway 50.

If passed, the initiative would require the city to obtain majority voter approval before rezoning any of the 3,600 acres of land south of the freeway and inside its sphere of influence.

Also as part of the measure, in the event that such a rezoning received voters' blessing, the city would still be required to keep at least half the land as open space. It also would have to find a new source of water to serve the growth south of the freeway.

Finally, the initiative contains another, even more daunting, barrier to the city's southward expansion: Before building could occur, two more lanes would have to be added to Highway 50.

Unfortunately I don't think this initiative is going to have the effect that Folsom residents want. There have been numerous studies and reports (one in the Bee today) that states California is going to need several million more homes by 2050. One report I have read stated we need 500,000 new homes now just to keep up with current demand. If Folsom puts such stringent requirements on development south of 50 then Folsom will never be able to develope the land. Wonderful you may say. However, the land we are talking about is not a part of Folsom. It is owned in the most part by developers. California needs more housing and associated commerce. Sacramento county is under pressure to find such land. That land will be developed no matter what Folsom does and,unless we allow our elected officials to do their jobs without tying their hands this way, Folsom will have no say as to what happens out there.

Please go to the meetings the City are arranging. Listen to the arguments. Be open to the fact that South of 50 will be developed. Then look at the rest of Highway 50 into Sacramento and see what an awful job Sacramento County have done. Give our councillors a chance - and if you don't like or trust them - vote them out. Do not give that land away.

That long running thread contains valuable posts that may help people such as New Girl understand why her comments are misguided. No offense New Girl. By your name I assume you are “new” to this area and have not had the time to look at this issue close enough to really understand it. Your comments are simply too broad and miss the many important local and regional components to this issue.

I will allow others to respond to each of your points, but since you have not had the time to educate yourself, I will ask that those responding to your post treat your “points” as questions. I am sure that the answers to your questions will help you better understand the issues and the undeniable benefit of out Initiative to not only Folsom families but to families throughout this entire region.

I have suggestions Bob.

1. The “South of Highway 50 Growth Management Plan” most of the time got buried deep inside the political discussions and lost within it. It seems to be dead lately.

I believe this is an important issue so it needs visibility. I will make a link to the “South of Highway 50 Growth Management Plan” from here.

I also will try to revive this thread from time to time to keep it alive.

At today's city council meeting, staff will report on the "status" of the initiative. Staff report indicates that it will go to city council at June 22nd meeting for certification.

That means it's official. The county has determined that a sufficient number of signatures were gathered to put it on the November ballot.

Now it will be fun to watch if city council/staff use this opportunity (I think they have 30 days to review impact of the initiative) to try to discredit or de-rail the initiative or if they take the high road by just certifying it. After all, the people have spoken.
