Theft of Campaign Signs

With elections coming up November 4th, Folsom has seen election campaign signs popping up all over the city. In every election, the issue of theft or vandalism of signs becomes an issue. This election year has been no exception.

It is a crime to damage or steal property. The same is true for temporarily placed elections campaign signs. Folsom residents are asked to report any suspicious activity they see around or related to campaign signs to the Folsom Police Department at (916) 355-7230.

Not only is campaign sign theft a violation of the law, it's a violation of democracy.

Hopefully all the self annointed sign taker downers will make a courtesy call to any candidate for any misplaced signs first prior to pulling out themselves.

I would assume that the FPD notification is related to signs that are properly placed on Private Property with the owners permission -
As far as others that are randomly placed on public property the public has a duty to remove these and take them to the FPD with information on the offending location.

Folsom should not look like Rancho - Orangevale and other locations with signs posted on every public location possible ..

I wouldn't want to be seen pulling a campaign sign, even off public property. I'd just call code enforcement and let them handle it.

I don't see why the city doesn't issue a roll of "city approval licensed for advertisement" stickers to be placed on every poster. That way the politicians and the city knows who has followed the rules and applied for sign postage, and signed a statement of understanding for laws in advertisements.

You are assuming wrong. That is for a Code Enforcement officer to do not a citizen. You can't pull that sign out any more than you can chase down a speeding car. You should be calling the City.

old starskey sure has the signs out there. I notice they are on lots of lots owned by developers and he probably has permission. you gotta ask why he is spending so much money to insure he stays on the old council...might have to do with zoning and other work to favor developers south of 50

Great idea, but I think someone would have a set of stickers made for them. it is probably easier to counterfeit the stickers than money.

I agree with you, I don't think John Q. Public should take it upon themselves to remove political signs just because they think it is illegally placed. They should report it to the appropriate authorities.

Campaign and Election Sign Regulations
November 6, 2012 General Municipal Election
For the purpose of sign regulation within the City of Folsom, campaign and election signs fall into
the category of non-commercial signs. Such signs are exempt from sign permit requirements
(except when located within the public right-of-way) in compliance with the following provisions:
1. Campaign signs pertaining to an election to any public office or ballot measure may be
erected not earlier than sixty (60) days (September 7, 2012) prior to the said election and
shall be removed within seven (7) days (November 13, 2012) following said election. [FMC

2. Campaign/election signs may be located on private property and outside of any clear vision
triangle; campaign / elections signs may not be located within or over a public right-of-way
unless authorized pursuant to Folsom Municipal Code Section 17.59.030 (D) and FMC
17.59.030©(13) as summarized below,
a. One or more campaign/election signs are permitted on any one residential parcel of
land with a maximum combined sign area of ten (10) square feet and a maximum
height of six (6) feet.
b. One or more campaign/election signs are permitted on any one commercial parcel
of land provided all such signs do not exceed a maximum combined sign area of
forty (40) square feet and a maximum height of ten (10) feet.
3. Campaign/election signs may be placed in the public right-of-way with approval of a Sign
Permit (obtained in Folsom Community Development Department; $152 fee/$200
refundable deposit) pursuant to Section 17.59.050 (A) and in compliance with the following
provisions of Folsom Municipal Code Section 17.59.030(D)(2):
a. Signs are allowed only on weekends (and holidays) between Friday evenings after
6:00 p.m. and removed no later than Monday mornings by 7:00 a.m. Removal
includes all portions of the sign and supporting structure.
b. Specific location approved by the Community Development Director (Contact
Stephanie Henry, Planning Technician II, 355-7214) for pedestrian and traffic safety,
and if located within a City-maintained Landscaping and Lighting District with
approval of the Municipal Landscape Services Manager (Lorraine Poggione, 355-
7207).
c. The applicant shall provide a certificate of insurance and other documentation or
agreement(s) assuming liability for the sign(s) within the public right-of-way to the
satisfaction of the City Attorney (contact Katie Mulhern, Legal Analyst, 355-7394).
d. The applicant shall agree to remove the sign(s) at the request of the City without
payment of compensation or authorization for relocation.

Mr.Starsky has a huge sign on the partially developed property on Folsom Auburn (near Oak Ave Pkwy). Since it is partially developed complex, wouldn't it be commercial property? I'm sure that sign is larger than 10 feet. tall.

So far I have only seen a sign for Mr. Gaylord at Oak Ave pkwy on the grass in front of Starbucks in the American River Canyon neighborhood.

I have not seen any for Mr. Sheldon.

You will start seeing a whole lot more Gaylord 4 Folsom signs here shortly. Starsky's recycling his signs from last year so obviously he has a ton more. He sure was surprised to find out I've had my truck wrapped for two months already!

I have a feeling the incumbent is very worried.
