It implies that the rails are lighter, but they are actually heavier (noticed those heavy concrete ties?).
It might also imply the track is designed to handle only light loads. However, track used for the transportation of people has to meet a higher quality standard than track designed to haul only freight. As a result, light rail track can carry a fully-laden freight consist.
Or it could mean the train itsself is lighter.
Then, shouldn't it be called "light train"?

At $5 million per mile or more just to lay the tracks and get it started - the light rail is surely a waste of our tax dollars...
