could be anyone from a cop to homeland security to TSA to Forrest ranger to a coroner.
They all have arrest authority. Heck even housing code enforcement has arrest authority if im not mistaken.

I am very respectful and very helpful because that's the type of person I am. It also helps that our phones are recorded and has been helpful with very unprofessional agencies, and has been used as a tool to help us deal with those type of agencies. My opinion of my job is that I would rather help the person, not transfer their call and explain things and provide visual aids if needed, so that they do not have to call again in the future.
Most times when the LEA's call they are frustrated because they are not trained enough on how to operate their own machines and they are having technical issues. Angry...I can understand but then yelling at me telling me that I am no help or hanging up on me is unacceptable. Some local LEA's do this every time I call their agency...not Folsom specifically, but still in the area. When I ask them why they are not responding to an out of state response they tell me it's not their job or that they called and that's enough. I kindly remind them that they need to respond via our system...they will either hang up or say "You do it then." How is that professional or upstanding. Yeah, it's not.
I have noticed that out of state agencies are more considerate. AND other types of LEA like CA sheriff departments and corrections (CDC is the best!!!!). I am not saying every agency is that way, they are not. I have noticed that the regular old people are much more respectful then LEA's. Just my honest opinion. I am glad that they regular public doesn't see the inside view...they would be upset and that's why everyone is attacking me...because it's very hard to believe.

Once in a blue moon, I do see a cop car idling away off the road near the school - and boy is the traffic totally well-behaved...
My point is, insteading of hiding in a hood, if the cop makes his/her presence be known in and around the hotspots would be better. During non-rush hours, they may choose to lay their trap in cozy 'hoods but during rush hours all they gotta do is park themselves near the schools....
