What shall we do next ? Maybe a letter to his house ?
Another great day in the adventure of exploration and sight.

Yesterday and today I have also sent direct emails to Jeff- I find it ODD that a person of his stature in the community has not responded.
What shall we do next ? Maybe a letter to his house ?
Or maybe just drop off the illegal signs at his home - just called and left him another message at 916 983- 6730 which is public info on his campaign info...
Might anyone else call him as well ?
I also left Pete another message today ..
Maybe something will happen- but I doubt it...
I just cannot believe that a sitting Folsom Councilman and a lawyer to boot would blatantly ignore the laws that I am sure he helped put in place...

This goes further than Jeff Starsky!
Didn't ALL our City Council members take an oath to Office? I suspect somewhere in that oath, they pledged to uphold the laws. Since the City isn't taking any action or offering any kind of reasonable explanation on WHY these signs aren't illegal, by default ALL of our elected council members are equally responsible in the failure to uphold our ordinances?
Regardless of who we like or dislike on the Council, They ALL have an obligation to enforce the very Odinances that govern our Community! If a Majority on the council advised the CM to enforce the ordinance, these signs would have been down weeks ago!
The real reason why there hasn't been any action is because in the past the majority on the council have done the very same thing Jeff is doing now, so the majority has to look the other way now or be hypocrites!
This issue should leave no doubt in anyones mind ( anyone who is open minded) to what levels our Council will sink to keep their seats, regardless of what laws/ordinances they break in doing so!
The real question is what are we as the citizens going to do about it? If we don't come together here and make a stand now, that we aren't going to take this anymore, then might as well just give up on everything else.... because we are allowing corrupted elected officials to be our representatives making the votes for the policies that govern us!
None of us are going to affect the Presidential election or make a difference on any of the Propositions or probably sway enough to affect any state elections, but a large handful of local concerened citizens can make a difference here in Folsom!
I'll file the recall petition, but want to know who is willing to sign it and help get it on the ballot? This would send the most powerful message we ever could adn WILL get the results most of us are seeking!

I'll sign and circulate around the neighborhood.
For those in ER, wonder what ever happened to our promised fire station??? Obviously the council doesn't care. Their attention is solely focused on an are south of the freeway.

IMO, if there was a significant change of the makeup of the Council, then they could introduce all kinds of reforms such as term limits, direct election of the mayor, creating a system that would require every council member to get elected by a majority of voters through a run off system.I'll sign. Could we do a twofer and try to get a term limits item on the ballot as well?
Unfortunately, the existing group doesn't want any reforms, because it so much easier for them to keep their seats in an open election.
If I were King and could make the rules, I'd make the following changes in addition to the above:
#1 Limit the amount of any employment contract to a maximum buyout to 90 days.
#2. Reduce the water rates and each CCF cost the same no matter how many you are using. In theory wether you use 5 ccfs' or 50 ccfs per month, the cost per ccf should be the same to city and then to the user.
#3. Any capital expenditures to water, sewer or garbage must be approved by a majority of voters to be included in the rates residents pay, unless paid by impact fees by developers.
#4. Establish a system whereby EVERY single check issued by the city can be viewed online and in numerical order along with all revenue recieved. We should be able to go online and see an up to date balance on everything, every day on every account.
#5. Establish an online spread sheet for every L&L and Mello-Roos, listing all revenue and expenditures in detail.
#6. No car allowance or cell phone reimbursement to any employee, unless required by law.
#7. Establish a dedicated renovation fund for Parks/trails/library/Community buildings that could ONLY be used for these capital improvements. NO salaries could be paid out of these funds.
#8. Restablish the Inclusionary portion of the Housing element so that each new area developed builds its share of affordable housing instead of putting all of it in one area.
These are very simple ideas that would bring transparency to all of our Citys business and reduce the amount of costs along with the backroom sweetheart deals that go on!

I will be going to the next city council meeting and I for one will be bringing this issue up during business from the floor. I have already received 5 photos of illegal signs and I will be driving around Folsom to get any others that I can find. I will be printing them, along with their locations, and will be venting at the meeting. Anyone else that would go and vent, you will be welcome. The more the merrier.

Cal, did you get to speak last night ( I thought the meeting was last night). Let us know . Sorry I could not make it as I have to be home in the evenings to take care of my partner.
Another great day in the adventure of exploration and sight.

Power corrupts. Even someone with the best intentions can get swept away once they are in office. I don't trust any group to get in there and choose to limit themselves without being forced.IMO, if there was a significant change of the makeup of the Council, then they could introduce all kinds of reforms such as term limits, direct election of the mayor, creating a system that would require every council member to get elected by a majority of voters through a run off system.
