The last I heard, the City's Public Works Dept. has contracted with a reputable traffic engineering firm to formulate a set of traffic calming guidelines for use citywide.
The August Folsom newsletter also reported that the budget for fiscal year 2004-05 includes one engineering position to work on transportation projects to improve traffic flow. Perhaps that position might address traffic calming??????

Watch the city council meeting at 9:00 AM on channel 14 (on cable) Friday morning.
It is also on at 9:00 AM on channel 14 on Saturday morning.
I did record it this morning but have not watched it.
Lastly, go to the meetings.... In the meantime, I will report after watching it unless someone else reports on it first.

The city's consultant for the traffic calming program, Fehr and Peers, did a presentation to the Traffic Safety Committee Thursday to update the committee on their progress and to give an overview of the traffic calming tools that may be included in the program (for some reason, this was not on the agenda). They will apparently be setting up a technical advisory committee made up of staff and citizens to help determine what goes into the program and how it will function. They did not indicate a date of completion, but did say that it was a high priority for PW.

OK, I watched the tape of the last city council meeting and I will put some info out here. Don't rely on me 100% but I am trying to give you the best I can.
Sibley street is around 40 foot wide. They want to stripe the lanes so there will be one lane each way that is around 11 foot wide. (The narrower the lane, the slower the traffic) ??? That takes up around 22 feet of the 40. This would leave 9 foot on each side of the road. Then they want to put a bike lane on either one or both sides and then sidewalks on either one side of both. This would take up the 40 foot they have to work with.
They want to keep all or as many of the trees as possible.
They may have workshops to decide if they want sidewalks or not. Seems like about half want and don't want them.
Council remarks:
Andy - Lack of concensus of the neighbors. Poss stop signs at every corner to slow down traffic. (think he was kidding, but not sure)
Kerri - Lack of concensus, speed bumps, she is for sidewalks and keeping all the trees.
Eric and Starsky are for putting stripes on the roads, not for stop signs.
Mayor - They will defer traffic calming measures for the time being.
Anyway, if you want more info, either watch it on TV or get a tape from the library and watch it.
You can always contact the city council members and get additional details.

The information given about paint stripping is regarding Bidwell St not Sibley. Bidwell varies significantly but for the most part is roughly 40ft wide "pavement" and will receive paint stripping. Sibley is roughly 22ft wide "pavement" and will not be receiving paint stripping.
Regarding sidewalks, the 2-block section of Sibley (between Bidwell & Natoma) and the North Side of Bidwell is located in the HD. The HD as city council has acknowledged, has made it clear time and time again they have no interest in sidewalks being added. The section of Sibley between Glenn and Bidwell and the South side of Bidwell may or may not be interested. The city will be sending a survey to the residents in both areas to determine if the residents have any interest in sidewalks.
