I was told, back in September, that our district is underfunded compared to surrounding districts. The reason for this is that the Federal Government used to subsidize our revenue limit by around $2000 per student while Mather Air Force Base was active. Once that base was closed, we lost that funding and the state of California never made up the difference. JoAnne and Teresa, please correct this if I got the amount wrong, but I remember hearding that it was about $2000 per pupil that we lost. How does our revenue limit compare to Elk Grove, San Juan and Sac City? It is very difficult to find a list of school revenue limits in this state.

If that is the case our school district should have taken the state to court long ago to get re-designated. I imagine working conditions in FCUSD are similar to Elk Grove, but salary and benefits are NOT! Both have old and new schools and not all schools in either district are in "bad" areas of town!

Sooner: Read prior post. Board is not raising EGUSD as a direct comparison. That is being done by teachers and community members.

It is called PL84 dollars (Public Law 84). McLellan escaped the loss of federal funding through special legislation, but Mather was closed before that. I'm not sure if the $2,000 per student is accurate, but the state is only required to make it up in small steps (equalization payments that are not funded in tough years).

See Serrano v. Priest. Equalization is required; however, the state doesn't have to do it in one fell swoop, and the middle line is the goal so some districts will always stay ahead of the game...legally. FCUSD happens to be below the average for the county, but equalization is only funded in small amounts and in years in which the state has the money for it. Another thing district is "entitled" to, but doesn't receive.

I'm not being sensitive. Perhaps, you're being unclear.

No, they can't really. They still must pay into the union whether they are members or not, just at a lower rate.


The pay can be donated to a charity. It does not have to go to the union. However, I believe it is still the same percentage of pay.

Hopefully now. My two cents ~ Time to move forward with hope our new leadership, both union and district, will work in a mutual respectful partnership , with the best interest of our students foremost. Unfortunately, it looks like we'll be going down this road again next year, and assuming we use one time funds to restore services for this year, we'll have less options.
