My first date with my wife was a Laserium show! You know what would be cool is some place like the Laserium in San Francisco... just some kind of other entertainment options besides the movies and restaurants. They used to have laser-light shows set to just about anything/ everything. Pink Floyd was always on the bill.

If Palladio is having such a hard time filling spaces they may be smart to use an empty space, eat the "loss" (leader) and turn it into a free play area for kids. (Outdoor or indoor, whichever!) If it was indoor, they may lose out a bit on rent (from a space likely to stay vacant anyway, so maybe not a even a loss anyway!) yet it would be seen as a benefit to the community, bring a lot more folks to Palladio therefore making it a lot more attractive to businesses that may be on the fence or may not have considered Palladio without it.
I know a lot of parents who would be incredibly grateful. And they would be more willing to stay longer. The longer customers stay, the more likely they are to spend money. A tired spouse can sit back in a comfy chair while the kiddies play and the other spouse/older kids shop. They can switch off, get something to eat, watch a movie and blow the whole day (and some $$$) at Palladio.

Chico's/J Crew have both pulled out. J Crew actually just closed their Galleria location after the fire and aren't returning.
Gap/Eddie Bauer-Gap is focusing on adding more outlet stores, not mall stores. Eddie Bauer is no longer opening new stores.
No Lululemon. They even pulled out from opening a Roseville location.
No Pottery Barns...Potter Barn even closed their Arden location and only have their new flagship location at the Galleria.
No Right Start...they closed their Fountains location.

Fox and Goose is an English pub, so that is likely not it. The only "notable" Irish pub on your list is probably De Vere's. Based on the lines at that place on weekends, they can certainly afford an expansion, but Folsom seems like a different environment than downtown Sac.
I've only been to the Fox & Goose, not the other 3. I'm not into pub crawling, so I wouldn't know the difference between an English vs Irish pub.
an old fashioned ice cream parlor (think Swensons or Leatherby's
Or Gunther's
