Well said Washington. The Parkway HOA does annoy me at times as well, but you're right, our neighborhood is very well kept up.

Yeahhhhhhhhh, but you do have to agree........sometimes they do seem to go a little too far. If the security guy knows a certain resident is in the construction field, he can write them up for having a few 2x4s in the back of his truck, but if another resident just has them in there for a general construction project at his house, they don't bother to drop a ticket on their windshield. How did they come up with those rules?
One thing I will admit, I do like the fact that they make you paint your satellite dish. At first I was dumbfounded by the whole deal, but now that I don't even notice them in our neighborhood, I have to agree. In other neighborhoods, they are quite rampant. So...score one for parkways.
But the strict HOAs are nice. A neighbor down the street from us when we lived on Baurer Circle painted their house olive green. Nice!! You won't find that in this neighborhood now.

Yup, I agree. If it's just a few 2x4's that are clearly in the bed of the truck and out of sight, they shouldn't sweat it. Correct me if I'm wrong here, but I'm guessing those security guards aren't all that busy. Checking specific houses may be the highlight of their day! I can see how that extra attention the security gives to your place could easily create bad feelings on your end though. I sympathize with you and hope your situation with them improves. I agree they should treat every house equally.

So purely out of curiosity, If I go park my car in the park way on a street in front of somebodies house they will ticket the homeowner? Since after all, I didnt sign the CC&R and they are public streets afterall.

Yes,
You park infront of my home, or where I live, or across the street, I get a letter in the mail. I have to call the HOA and have it removed from my file. Again this is a public street owned and maintained by the city of Folsom.

I don’t think that’s completely accurate. I thought it was only between 2:00 am – 6:00 am.

Your right. its only overnight. But thats what the topic has been about. I will state again, I do enjoy living in the Parkway and I think the HOA overall does a great job.

However, your agreement under the terms of your signature on the CC&Rs states that you are responsible for your guests/visitors parking also.
Does anyone read their CC&Rs?

You are correct....we are responsible for OUR visitors and guests. But if it is YOUR guest that parks in front of OUR house, WE still get the letter, since it is in front of OUR house. And yes, I have read the CCR very many times.

Yes I know what the CC&R state. If they were my cars or guess then give me a ticket. Its when you or others I don't know park there that I have a problem with. From what I have been told, they have every right to park there.

And the association removes any tickets from your file once you notify them of the error.
And no, they don't have every right to park there just because it's a public street. The city enters into an agreement with the developers (in this case, the Parkway), that they will have CC&Rs addressing the parking issues (and others of course) on the public streets during certain hours (midnight to 6:00 am I believe).
If you don't believe me, contact the city attorney regarding this. I don't know who "told" you otherwise, but if you contact the city attorney, you will get the correct information.

I'm tempted to go park in front of random homes in the Parkway and give people tickets
