On another note best Starbucks, and service is the one on Oak Ave in American River Canyon. Never any line in that place at any time of the day, and the service rocks.

I don't care how short it is, if I'm not doing anything wrong and there is no suspision of guilt, I expect to be left alone by the police. It's an unwanted intrusion into my life, just like telemarketing. I pay for my phone service for my convenience, not the telemarketers. I drive for my convenience, not for some dumb police dept to stop me to give me a $5 gift card. If you want to pull me over to thank me for driving good, fill up my damn gas tank or give me a free get out of jail card to use the next time I'm caught speeding. I don't want no coffee gift card, so leave me alone.

I agree!! I think it is great!!!
Helps people know that cops are not ONLY around when things are BAD. And people who drive good SHOULD be rewarded.
It is good to pat people on the back so to say. I think it is a positive thing. And if the Cop doesn't WANT to give any out.... then don't.
If the cops ONLY job is to cite people when they are wrong, then so be it. But I think it is a nice change for the cop to do something nice for someone who did something nice (driving nice, or what ever)

No, it is all about being pulled over, it's just that if you're gonna do it, make it so it's worth my time. My preference is to be left alone and not waste my time for your lousy PR.
if someone other than a cop started pulling people over to "do them a favor" by giving them a $5 gift card, they would get arrested by the police. So why is it OK for cops to do it?

Cops already do lots of nice things. They don't don't need to be wasting their time pulling me over to tell me I drive good.
Let's see what do cops do that is nice.
They save peoples lives sometimes when responding to car accidents.
They saved my personal property when they pulled over the thugs that had stolen tools from my garage, I got all of my property back.
By just being present around town, they are a deterent to crime. (if we had no cops, can you imagine what life would be like).
Everytime they catch a bad guy and get him behind bars, they have helped society.
And they escorted Santa along with the Fire Dept through my neighborhood last night.
And they can continue to do good things by leaving me alone when I'm driving properly according to the law.

Routinely although not in terms of kilos. You're naive if you think that it doesn't happen.
However, if you really want to get into that discussion with me, I'll gladly change the scenario for you. Officer stops the car to give the little award. Upon contacting said drive, officer notices driver is sweaty above the upper lip and forehead, notices carotid artery is bounding at a high rate. Drivers pupils are blown and they seem partially disoriented. All objective signs of being under the influence of a controlled substance.
Now the officer has a responsibility to take the driver off the road, so they are arrested for violation of 11550 H&S. Search incident to arrest results in a dozen bindles of methamphetimine that were in the pockets of the driver. Guess what. It' tossed. It's an illegal stop that had no probable cause and everything subsequent to that stop was acquired illegally. Not only does the driver walk, the department gets sued--and loses--for the exact reasons Bill Z has addressed within this thread.
My department was doing this 10 years ago. I hated it. The difference, is we were under orders to try to get someones attention and ASK if they could stop. It was completely embarrassing and the reactions from drivers was mixed at best.
Like I said, take the license plate down, run it for an address and send it to them with a little letter signed by the chief. That would mean so much more than a line officer doing it out on the street.

what they should be doing is setting up on stop signs and lighting up folks who to the old california stop. when they approach the driver then they give him the coffee slip and wish them a merry christmas
I can just about guarantee everybody getting their coffee slip that way would go home a happy camper
