Basically you can pursue resolution to the issue with legal proceedings...  I intend to do this if not resolved by Feb 26. 
I have attempted to speak with this neighbor several times without success in contact.

I'm really surprised city code enforcement hasn't done something under the city code that prohibits parking of any vehicle in one spot on the street for more than 72 hours at a time. And any type of trailer has to be attached to a pulling vehicle for any length of street parking anyway. So this boat under city code has to be attached to a vehicle the entire time it's parked on the street, and it can't be there for more than 72 hours at a stretch.

Have you actually talked to someone at code enforcement? My experience with them has been prompt and efficient.

Terry the boat is not on the street... it is half in the driveway half in the lawn. This problem exists on private property.

I drove by it this afternoon (to see what the hubbub was all about). If I was a near neighbor, it might bother me, especially since I do have small children. I can see how the boat could be knocked off easily.

Compared to what I have gone through with my current residence in Briggs, I would much rather put up w/ that than the cr@p I've put up with for the past year and a half.

It's all relative, though. I do know how it is living next to neighbors with NO common courtesy.

By the way, I'm trying to figure out where Willow Springs lets off and Prairie Oaks begins. We're moving near the football field. Is that Willow Springs or Prairie Oaks?

tgianco.... I know the boat item is not the worst thing in the world.... but we need to apply the CC&R's evenly regardless of our perception of severity. What is important to one person my not be as important to the next.... this is why I believe the CC&R's do not make the distinction between what bothers us... or severity.

The interesting thing that I find is that every person within an area governed by CC&R's must agree and then sign that they agree and will abide by the CC&R'. Yet there are a select few folks who choose to ignore this fact.

I myself spend a bit of time in a neighborhood in which I am thinking about buying in.... I will go their in the morning... afternoon, evening, late evening, and even night.... to see how things are going... during this "inspection" I as a buyer may notice the sloppiness at 1009 Pintail and be scared that this may be the direction the neighborhood is going (I know this is not the case in Willow Spring as there are just too many good folks) but this could potentially scare off buyers if you were to want to sell your home in the future.... this is why I believe this issue should concern each and every one of us WS residents....

My intention is to not become enemies due to the CC&R violation.... my goal is to resolve the issue and let our neighborly friendship grow... If I point something out to you please do not take it as anything bad from me.... just take it as a friendly reminder of the rules which we all agree on. I would also encourage all you folks to keep me on my toes as well and keep me honest.

p.s. I had been asked by another neighbor who commented on my actions in regard to the boat at 1009 Pintail... "where do you expect them to keep the boat" they asked .. My answer: Where they should keep the boat is not for me to say.... I can make some helpful suggestions. I can merely state the rules as they were presented to us. I myself keep a large 23 foot boat in my garage.... in line with CC&R's....

They should either park it in their garage or pay to store it like most of us do. I own an R.V. and I pay to store it here in Folsom. If you don't want to pay storage then sell the boat or R.V. Don't make it the neighborhood eye sore. If you buy a house with close neighbors (like in W.S.) don't keep your trash and discarded crap in front of your house for everyone to see, that's why you have a backyard. It's called being a good neighbor. It starts out with a little trash, B.B.Q, the boat and next comes the broken down cars, which you can't park on the street for to long so it's on the front yard on jacks, screens broke out of windows, no maintenance to the home. It's a pattern, usually seen in older neighborhoods that have become rental property or where CC&R's are of no meaning or caring at all. If you don't express your concerns with the violator they think people either don't notice or dont' care and the ball really starts rolling. basketball.gif

Easy there! I do agree w/ you. While not happy to have to pay CC&Rs now, I am glad that there are people who enforce them.

By no means was I implying to lighten up or back off. I'm coming from a situation that, for me, was even worse. I applaud you taking action, and you started out the nieghborly way before escalating. When neighbors continue to thumb their noses at the rules, that's when you must take action (as you are).

I'm just surprised that more boats aren't stolen. They're all ready to go, all you have to do is bring your pickup truck and hitch it up, remove the blocks and drive away..... smile.gif

Over by Livermore Park is W.S., when Carter end at Grover that's Prairie Oaks. All homes off McAdoo is W.S. North of Riley isn't W.S., east side of Oak is Broadstone, Grover the street in front of the high school is also Priarie Oaks.

tgianco.... I was not meaning that in a bad or rude tone... I was just stating my reasoning (sorry my posts tend to be blunt which make the tone go sour..... but not meant in that way). :-) Watch your toes Cloud9 is dropping hints hahahaha.... I would love to hitch up that pile and deliver to the county refuse..... but I am trying to be good and run by the rules...

I'm curious to see what happens next with the boat. I walked past there today to see the pile for myself and there is orange spray paint on the grass marking off something. Let's hope they put a fence there so code enforcement will make an official visit. The fence wouldn't be allow in front, CC&R's also prohibit a fence taller than 3 ft. I'll be curious to follow the building

spoken like a true NYer. The way to stop the hitch and run is to put a lock through the hitch part so you canot hook it up without first removing the lock. now if it were my neighbor, i would tow his boat and leave it on a main street so it gets a tickey from the PD. heck if it's there long enough, maybe it would grow feet and leave itself.... not that i would do that.

Blow gun with a dart to the tires this summer once they pull out will take care of the problem for a bit.

There's another thread about graffiti on this forum. Boy how those kids would just love some white 'canvas'.

In NY neighbors are always calling services as an 'assault' on neighbors. Child Protection Services, anonymous calls to police regarding drug sales near a certain boat, fire inspection on hazards, water/sewer services on leaks, etc. etc. You can have a new state worker knocking on that door virtually every day of the week, leaving notices, summons, etc.

That was part of the fun of living in NY.... all that creativity! smile.gif
