I am utterly unqualified to comment here, but what the heck.
I am happy to see someone promoted from within, and disagree that a search would have been advisable. Give me someone you know, who is familiar with the tasks, over an impressive resume of a "stranger". And the money-saving move is overdue, as was mentioned. So this sounds good to me. But I, too, think the Folsom City Manager salary is inflated, as many government salaries are.

True, but that's different for a couple of reasons. First, they are not actually running Folsom's city operations, and second, many Folsom residents are not "outsiders" to the issues of Folsom, and would be qualified to be council members.
