Well, if what I looked up is correct, no wonder you like your bill better.
You have a daily rate of $1.15, which will vary depending on the days in the month I guess (31 days would be $36.60 - our flat rate right now is $37.55). Then San Juan adds a charge .44 per ccf at 0 to 20 ccf, .74 for 21 to 200 ccf.

Folsom proposed residential charges are $15.00 flat rate and 0 to 20 ccf is 1.08, 20(I think this should be 21) to 40 is 1.30, and 40 plus ccf's is 1.60. The east area has a charge on top of this.

It looks like you have a higher daily rate compared to Folsom's proposed base rate of $15, but
San Juan has a more generous ccf allowance over 20 ccf and lower charge per ccf.

This is just what I've come up with after a quick look at both Web sites. If this isn't what your bill reflects or is totally wrong, please let me know.

So if I used 20 CCF ( considered normal usage )in Folsom water- that would be $15 + 21.60 ? No other adders like our gas and electric have ?

It will be nice to see the actual usage starting next month on our bills.

Another great  day in the adventure of exploration and sight.

To heck with that. I pay a steep price for water. I'm gonna use it. it gets recycled anyway.

In fact the recycling system we have today is better than it ever has been before.

I'm looking forward to metered rates in Folsom, per my own meter reading and calculations, I believe my summer bills maybe a few dollars higher than they are now, but then the other 8 months my bills will be substantially lower with an overall reduction in my annual water bill. YMMV

Does anyone know if Folsom has any restrictions about re plumbing to take some grey water and use it for landscaping ?
I know some will have some degree of detergents and other stuff in it from the sinks or the shower and washing machine ( no more sulfates in the laundry detergent anymore per law) but I am also sure that most of it will not kill the plants. I used to do this when I lived in Sunnyvale and the plants thrived.
The Re-plumb would have a diverter valve to allow for us to be able to switch between using the sewer and the grey water storage.

Ken, you can probably get the answer from the city's Water Wise program: 355-7252. Let us know what you find out. :)

It will be nice to see the billing ahead of time. I'm especially curious to see what the summer usage will be.
The way you calculated it is what I'm doing, too. It's based on a 1" meter. The East Area Surcharge is $12.00. I think there is supposed to be a way to look at your meter readings online, but I can wait.

I don't know what YMMV means, but that's one way to find a silver lining.
I just got kind of nostalgic when I came across an old City of Folsom bill for the early '80s that was 20-something bucks for everything - water, sewer, garbage.

According to the February city newsletter, we are going to get that info on our bills for the next year:

“In addition to the flat rate water charge that is due for payment, residents will
find information about the actual volume of water used the previous month
and the amount they would be charged for that water under metered rates
,”
says Anne Clayton, Revenue Disbursement Manager. “We will provide these
comparative water bills for a one-year period as a service to our customers.”

That's an interesting idea. I wonder if they will apply that kind of thing in the new construction south of 50.

Not really, but I guess it might be cheaper to start showering at 24 Hour since they can use as much as they want at the same rate.

My friend who works on such things tells me that the wet winter last year means there's enough in the reservoirs to cover this year. It's at the end of the drought cycle that things get bad, because there's not enough capacity in the reservoirs to save it long enough.
