Gotta wonder how they know the cop missed them and didnt stop. Is it possible the officer had not been given a description of the persons until s/he arrived?

Yeah. The reason I know the cop saw the suspects is bc he said so to all the neighbors who wandered down the street to find out why CSI was t the neighbor's home. However he isn't mention why he didn't stop or bother to all back up while he went to the right street/home.
