OK, I just talked to SMUD and here is the reason for the last 1 1/2 hour outage.
They took a power surge, came in from somewhere, and it caused a circuit lockout.
It is an automatic thing, to keep it from dropping the whole area, it just drops a small area and then they bring it up as soon as they can.
Guess this is kind of like what happened when the east coast went black, only this worked and kept it from happening here.

A VETERAN
Whether active duty, retired, national guard or reserve - is someone who, at one point in their life, wrote a blank check made payable to "The United States of America" for an amount "up to and including their life".
That is HONOR, and there are way too many people in this country who no longer understand it.

FYI for Susan and Rich "(We experienced both blackouts. For the first one, luckily we had finished dinner. (Even though we have gas stove tops, they don't work since they require electricity to start." You don't need electricity to start your stove top, you can use a match or a lighter lighting type item to start your gas stove. I had to use mine while the power was out and gave it a try and it worked! I've got a house full of kids and they were happy with the mac & cheese I made.

Hi to Not a Folsom Snob,
You're correct about the gas stove. I'm more dependent on the microwave and the ovens. I must have been in the fog the day I wrote about the gas stove not working either and didn't think about trying with a lighter.
Hopefully, we won't have any more blackouts but, at least, I'll be smarter this time. Glad to hear your kids enjoy mac and cheese. That's good "comfy" food for all ages.
