Interesting factoid:   this city council decided a CA charter city has more power than the state or the US Constitution.

Recent Ord. 1179  enacting finance law

 

3.110.04   "Special Tax Proceedings"  city can make whatever tax it likes "whether or not provided in any state law."

 

3.110.070   "Incorporating Mello-Roos"   this council "incorporated" Mello Roos Act 1982, but also states they can OVERRULE IT.

 

Not kidding, folks, read the laws they passed --  giving them the power to CREATE NEW TAXES.

I just was just invited to another Candidates Night in the Diamond Glen neighborhoods at the corner of Sibley and Glenn on Saturday, Oct. 18,  at 2 pm.  There may be another one on the 25th, but I am uncertain of the details at this point.  Will keep you informed with details.  I, too, encourage you to view the League of Women Voters discussion to which Chad referred.


Sandra, thanks for the update. Please let me know if there is another; my daughter asked if there was going to be another one and she is unable to attend on Saturday.

I watched the Q & A session as well and I believe Kerry Howell said it takes 75% to make a change to the charter. 


That's what I thought. It appears, however, not to be the case.

Something I would like to see addressed by prospective next termers-- 

 

improving folsom out side of the the HD. 

 

In fact, I think it would be great for the city to take the land across the street from Sutter Middle- which sits just a few hundred yards from a drug dependency recovery condo- and turn it into a classy secondary parking structure that would mimic the construction of SM. Maybe even a pic or mural by a local artist- of a bull dog on the wall facing the school. The parking structure could be used as over flow for city events ( it would literally sit in a perfect trifecta for most of the city events ) and it could also alleviate some of the stress on parents during pick up and drop times on school days. In the summer the lot could be used for housing local artist road shows ( a trend for hip or hippy kind of fun art...---lol dont knock it... it would bring tourists). Anyways, besides extending HD influence into old folsom there, it would also be nice to see some changes in the DMV parking lot building and across the street by the bank. Maybe get rid of the 1960's low-slung strip along the road 'look' and put up some fake western facades.... some wagon wheels for median markers between the the road and the parking lot ( I hate how the parking lot and the road just blend.. right there). Put in some Buddy poppies and other wild flowers in some sort of flower strip along that stretch. Actually would be kinda cool as it leads to two banks right there... I bet B of A would like the idea. Ofcourse that would take some fundraising and cooperation with the owners...   :)

 

I hear a lot of people complain that the Broadstone area has gotten the newest buildings and renovations and best shopping and left the Old side of Folsom in the dust. I think it would be nice to see some updates that celebrate that older side. These are just ideas. Just sort of like ramblings...

If that's what you are interested in then you should contact the city and give input on the East Bidwell St. Corridor Plan.  It's already being planned.  I wouldn't hold my breath for the city to take over any of the school district land, though.

Kudos to Ernie Sheldon!!!  

 

The limited time for Q&A during the League of Women Voters did not allow time to identify why economic development and diversity is key to our city's future.  Let me be clear..there are three main sources of revenue that make up our general fund:  1) property tax, 2) sales tax, and 3) fees for services.  We have depended heavily and consistently on property tax.  When we need more revenue, we build more homes.  When we build more homes, we need more services.  This is an endless cycle - that has extended our habit to south of Highway 50.  If we substitute another revenue stream, i.e., tourism, we decrease our dependence on building south of 50.  We need to pay our city's bills in any case.  If we capitalize on our existing resources, we don't need to build infrastructure, invest additional capital, or move dirt - we just polish up our history, recreational assets, and our arts and make them work for us.

Wake up, Folsom; take your town back

With the Nov. 4 election rapidly approaching the residents of Folsom are faced with a critical decision:  Do you vote the three incumbents back in office and continue to lose control of your city to the special-interest crowd?  Many think that the city is doing just fine, but they don’t know what is going on inside their government. Take it from and insider, it’s just not so!  With the approval of Measure W, the 3,500 acre development south of Highway 50 is moving forward.

 

(City Council member Steve) Miklos and (Mayor Kerri) Howell publicly glow in the important role that they played to make this happen. Re-elect them and you give them the opportunity to keep this city going south of White Rock Road and who knows where?

 

The “South of 50” project is projected to produce 23,000 new residents. Add that to our current population, and our ppulation will be around 106,000 people. Already there are calls for rezones to build more homes, which will bring more people. If this council approves this request, it will add thousands to our 106,000 people. Do you really think the current council will say no to developers? Think again!

 

I don’t want Folsom to become an Elk Grove or Roseville. The Folsom Chamber (our Folsom shadow government) supports large development, large businesses and city expansion. They also control three votes on the council.

 

This city is full of talented people equal to if not better than those on the council. Let’s move aside and give the candidates a chance. Let’s not be afraid to have new ideas presented.

 

OK, Folsom, do you want your city back? Then vote to do something about it. Don’t let developers and large business money take away your right to make changes. Look at the new candidates and vote new.

Actually Ducky, I had heard the city was interested in buying the land at one point. I believe they were going to hand it over to developers for more special needs and low income condos (drug rehab - chap 8- or developmentally unmet).

 

So no, I wasn't being facetious. I was actually trying to propose a use that is needed, and a better solution for that corner than is being offered at this time.

Okay.  I'm never too sure I'm entirely understanding your posts.

 

I don't think the school district and the city could agree on a price.  I believe the rezoning is for mixed use, which I took as multi-story.  I'm not sure if they mean living areas above retail establishments or what.  I do know the focus is on making sure parents will be deterred from using the parking lot to pick up students.  My concern is that they then force that issue into neighborhoods even more than it is already.  I hope the city and school district take that into account when working together to come up with a solution.

Bravo Mr. Vice Mayor!    Thank you for giving us the insider's view and warning everyone.     You are right, the south of 50 is constantly being rezoned for more and more residences!    The future of the 6,000 acres  south of highway 50  is more like 50,000 minimum 

new residents.     The four long-term council people are quietly making it more and more and more dense (in terms of zoning gifts to enhance the land values).

Well, that is why i think they should turn it into a parking structure.

 

alleviate the over population, the traffic jams. parents would have more options to head up to riley or turn onto E Bidwell if they had a parking structure there.

 

And the added benefit is that there is already crossing with a light for safety- for students.

 

and I gotta tell you. as soon as that corner is built up and a parking lot is put in there for the businesses, parents will use it anyway. Better to have an established in-out.

 

Seems like the council doesn't like kids, or is trying to force the idea of miserable blockage there.

 

traffic easing could be enhanced with a common sense approach to multi-area access -- and like I said- if done appropriately and tastefully- it could be an added benefit for large events like rodeo, veterans day parade, Halloween pumpkin night, ice skating, folsom live,  etc.

I think you make some good points.  I think they also need to make sure they don't force the problem onto existing business either.  I wonder if there is a way to realign the road at that corner to make it safer for students and parents and at the same time not impede through traffic so those businesses don't lose customers and traffic isn't diverted to side streets.  Maybe exchanging that district office spot for where the roadway is now and adding that to school property as a pick-up drop-off roundabout parking-type setup where the existing roadway is now.  You might lose a little land for profitable building, but it really shouldn't be about the city and district being in the real estate business anyway.
