I found two things called "youtube the movie". One is not long enough for that to work (the one I was watching). The other has George Washington shooting lasers out his eyeballs at that time stamp. I hate the Internet.

...except "Washington" isn't the answer. Neither is:

knife
heaven
kill
stare

which are all words in the song right around then. I've tried full phrases too.

I got to another page - still marked 3i - which says in the page title:

his envelope was marked: return to sender

Is this the next clue or just a taunt?
