Yeah, take the risk and confront someone you think is up to no good. Plus if the person knows he's being watched in your neighborhood he'll just go somewhere else. I think not. But it is a good idea to get a good description of the person, a vehicle if there is one, and report it to the PD so they can look into it.

I agree... take another neighbor or 2 with you, and ask him what he is doing ... there is nothing wrong with telling him he is being watched!!

"This is a community with a LOT of people who are STRONGLY joined in the neighborhood watch, just thought I/WE should let you know, you are being watched!"

And ummmm if he just goes to another neighborhood... well at least you got him out of yours.
