High Tech is great but only for a minority. I don't want state money spent on "High Tech" education when they won't even educate the Folsom (and surrounding area) youth,who don't have the capacity for high-tech jobs, in fields where they can get work. They leave them out to dry, working at Target and tire stores.
What we need is a good Vocational Education system first. I speak from experience as I have family and friends who were pushed out of the Folsom and El Dorado school systems with a high school diploma and a 3rd grade reading level unable to even fill out a job application.
Lets fix what's broken before gold plating that which isn't.
Plus, most serious High-tech professionals can educate themselves. I've been doing it for 20 years. And there are plenty of schools to meet their needs.
I say we stop feeding the fat cows who want to add another 10K to their 80-100K salaries and offer education to the people who can only make 20K a year. Otherwise they will be forced to move as they cannot live here on the salaries that they can earn. Don't give them the education for free, but make the right education available.
How in the world is a $13million theatre going to help anyone? And at FHS, special classes in how to do media production? There are more kids who need to know how to handle a hammer then there are kids who need the ghost dreams of a career in Media.

There are over a 100 high-tech companies in El Dorado and Intel alone has over 6,000 hi-tech workers in Folsom with paid tuition reimbursement... sounds to me like an opportunity.
I know that I would probably take classes (since the company I work for also reimburses for tuition), but I wouldn't be willing to travel to Davis (80 miles round-trip) - specially not during rush hour traffic
