In NY neighbors are always calling services as an 'assault' on neighbors. Child Protection Services, anonymous calls to police regarding drug sales near a certain boat, fire inspection on hazards, water/sewer services on leaks, etc. etc. You can have a new state worker knocking on that door virtually every day of the week, leaving notices, summons, etc.
That was part of the fun of living in NY.... all that creativity!
