Caligirlz, that's an excellent question.
 
I found this pdf:  folsom.ca.us/civicax/filebank/blobload.aspx?blobid=18135.  If that doesn't work Google "East Bidwell Street Corridor Request For Qualifications Folsom" and the pdf should pop up.  In that document there's a lot of talk about stakeholders and identifying groups to have them involved in the planning,   If you go to about page 19 there are aerial maps identifying five distinct areas. 
 
If this plan is going to affect residential properties they consider "underutilized" I would hope they would provide more notice than just an email that there are "stakeholders" meetings.

So, the person who is asking for feedback (Bardis Realty), according to the OP is "working with a local designer (Kimley?) who has been asked to work on a Complete Streets....."

I received the notice via Facebook. But I think the original request was via email to my friend who then posted it online.

I still don't like the limited solicitation for input. I think I will contact them directly.

The planning project is just getting under way. I assume what you received is part of the initial public involvement process.
 
The consultant contract was approved by City Council in January. There was information on the project at the Pedestrian Master Plan workshop a couple of weeks ago.

Kimley Horn Associates was not the company making the request on Facebook. It was from Rachael Bardis Realty in Rancho Cordova.

The suggestions on face book have been passed on. RB Realty will take them to the next meeting. But no response to my request to be added to the public advisory committee..... :(

I wonder if there's any relation to Christo Bardis, of Reynen & Bardis, developers.

I'm just trying to connect the dots.  The contract went to Kimley-Horn.  Why is a real estate agent in Rancho Cordova soliciting opinions for a Folsom project through Facebook?
