I have never heard of this - please enlighten us to what these rules are and how they can be enforced without stepping on a first adendment rights....

Inquiring minds would like to know- --

Say I put a sign up on my lawn- for ANY reason- who and what law can stop that-- ???
Cheers

Folsom Municipal Code prohibits placing of any signs on public right of way (sidewalks, open spaces, parks, street signs - think garage sale signs) because they contribute to trash and a trashy look for the community. You as a property owner can place one sign on your own property for a garage sale at that location and THAT'S IT!

City Code Enforcement removes signs and will cite offenders.

I'll get the specific information for you and post it here.

One more thing...

Lest we forget, this project was started out of conversations right here in Myfolsom.com.

Thanks to John for the forum, and for the webpage. www.slowdownfolsom.com

Call me an optimist, but I think this first annual "Slow Down Folsom" Month was a success!

This is a campaign to increase public awareness about the importance of speed and sefety on the roads. We are sending reminders. With the scope of this month's campaign, I would be surprised if there were quantifiable results observed on our streets.

Think of being a parent or an educator. How many times does one need to teach, reteach and remind a child or student in order that a behavior or knowledge be fully grasped? (If we consider the number of times my son needs to be reminded to clean his room, the answer is MANY times.)

I believe we've planted good seeds with this program, and I am enthusiastic about where we might go in the future.

The Folsom Municipal Code section is 17.59.040 - you can access the text on the City's website.

As to specifics of garage sales and their signage prohibitions go to this link:

Also, a few days ago I'm driving down Blue Ravine and I look in my rearview mirror to see a huge Suburban bearing down on me at a very high, unsafe speed and then swerves around my car and makes a sharp turn into the Target parking lot and drives like a maniac through there to take a shortcut to get on Bidwell.  I ws so pissed I followed the car and was going to get out and give the teenage boy and his companion a piece of my mind - I should have called the police.  He was driving WRECKLESS.  That kind of behavior makes me livid - it is so careless and blatantly disregarding of others' safety.  Gheez.

It seems that many of the teenagers around here need to be taught how to drive, and its a shame their parents spoil them and give them big/fast cars to drive recklessly around town - some parents it seems are very negligent in the upbringing of their kids - they obviously forgot to teach them how to drive and have respect for others - and its a shame they spoil these kids and give them cars - I've had several friends who've been hit by these brats and the kids were very disrespectful and arrogant twords their victims - its a crime - these kids need to be given speeding tickets - and have their licenses taken away until they are more mature and better capable to drive in public.

Keep it up - the more the word spreads, the better....this was a good start. Hopefully the police will work a bit harder on it as well and give out more tickets to the insane drivers in our town.

If a driver is under 18, there should be a parent in the car....raising the age to 18 is the way to go here...I'm sick and tired of the punks creating mayhem out there...I swear I'm gonna go Clint Eastwood on one of 'em soon...

I was once told by a city official that a couple or so years back, parents and residents complained that people were speeding in the area around Oak Chan Elementary, and asked for targeted enforcement.

The results showed that most of the people cited for speeding were parents dropping off and picking up kids from school.

I saw some kid crash his car pretty good yesterday...he was cruising down Oak Ave Parkway, I heard brakes squealing and looked back to see him vault over the inner curb and end up in the median. Thankfully he was okay but man, boys are just dangerous drivers.

Of course adults speed, but speed PLUS INEXPERIENCE is a recipe for "accidents", injuries, and death....

Thank you Forum reader and Steve for all of your hard work toward this extremely important cause. It could very well save lives.

However, I fear the problem will not change until there are very real consequences for these selfish, wreckless individuals who either lack the maturity or the empathy to be behind the wheel of a car. Putting up signs will obviously create awareness but some of these drivers mentality is "the rules don't apply to me". I too think that Folsom has some very spoiled teenagers whose parenting (or lack of) is missing the boat on consequences, responsibility and respect for others.

I can't help but feel the City keeps putting back on ordinary citizens the responsibility to fix this problem. We don't have a high crime problem here (yet) so why don't they tackle the huge problem which we do have which is speeding. Put more cops on it to write tickets and put up signs, speed bumps - whatever it takes. Does a child have to die or be maimed for life before the City takes this issue seriously? I am so sick of the drivers on Silberhorn thinking they are cruising Hwy. 50.

Maybe the signs shouldn't be so "nice". Maybe they need to spell out what vehicular manslaughter is.

You're right, LexHill. Citizen's taking the lead with a public awareness campaign is not enough. However, it has been shown to have a positive impact in many ciites in this country, Canada, Australia and Europe.

As Tony mentioned in his post of yesterday, successful traffic calming programs generally employ the 3 E's: engineering, enforcement and education. Our "Slow Down Folsom" efforts fall into that education category.

All of the comments, concerns and ideas we are hearing are very helpful. We encourage all Folsom residents who feel this is an important cause to join the "Slow Down" team.

We, the citizens, are part of the problem. We must be part of the solution. Engineers and law enforcement personnel cannot solve this problem without a commitment from the driving population.

I think any parent that lets their teen drive an SUV or a sportscar ought to be liable for any damage, injury and death that results.

If you are a parent and let your teen drive one of these vehicles, you ought to be imprisoned for attempted murder.

Despite a few comments suggesting that teen or inexperienced drivers are the main issue - I can tell you that while they are an issue ( we have a neighbor kid who thinks he is dale earnhart -(side note- saw him finally get popped by a cop the other day rofl.gif)) it is the adults that push the limits on the streets like Iron Point, East Bidwell, Blue Ravine , Etc...

Just has another idea or two.

1.Hand out flyers to all the kids in organized sports to give to their mom's
2. Create some signs that start " IN REMEMBERANCE of a CHILD - SLOW DOWN

just a thought
