I must say, this is right on, Tessie. I formerly lived in a neighborhood where the HOA was a joke. I too get irritated when I get letters, but its simply part of the trade off. Just don't expect to never get a letter. Once or twice, they have been a little over the edge, and they actually apologized once for a notice that really wasn't warranted for having my garbage can in front of the house. I was cleaning the garage and it was literally out there for less than an hour, and I had waved to the security guy when he drove by so I knew who reported it. But the notices are just that, pieces of paper. Unless I think I'm truly within the CC&Rs, I grumble a little and then just do what they've pointed out before their next inspection. 9/10 times they are right.

What I do know is that I've never had to look at a front yard that consists of overgrown weeds, or washing machines in my neighbor's driveway, or RVs and Boats parked everywhere.

Don't get me wrong, we are hardworking couple and leave for work everyday but they towed our car at 3am, even after registering it. This is WAY out of control and a lawsuit is being organized. Residents must unite to stop this madness. There are 150 parking places with nobody in them at Esplanade. People can't go home at night. Security calls Folsom Police for assistance with towing because owners are angry. How can we go to work? What value is a home whose owner can only own one car?

The HOA is out of contro! After and aggravating "Courtesy" call the gal at the HOA that said I have a potential for a violation in my backyard, I questioned where this violation was in the CC&Rs. Well, it wasn't there, but she said, that the HOA has the right to approve or deny ANYTHING in an open backyard . She said even patio sets need approval. Who owns this house? Me or the HOA? NO wind chimes, no birdbaths, etc if the HOA feels it is unsightly.
Now, let's talk about unsightly....How about the fact that we have not had new mulch in 3 years? How about the fact that the lawn service does not weed the beds? How about the fact that the bushes grow all year long out here and they are only trimmed once a year? How about the fact that when they fertilized my plants this past spring, they THREW the acid on the plants and BURNED half of 2 bushes. How about how they never deadhead the flowering bushes and they look dead half the time? How about when they mow the lawn and leave grass clippings on my sidewalk and walkway? Why does my front lawn look half dead? Hmm...if the HOA is so worried about looks and the details, why don't they take care of what WE are paying them to do and stop aggravating the heck out of everyone.
Do you all know that every time they come out to do inspections there are literally hundreds of infractions, most of which are minor things. When questioned about that, I was told that if they were not corrected and enforced, the Parkway would look like Lexington Hills. Someone has got to get mad over that comment! That is not me saying that, that was the HOA ! Do you want your HOA dues used against you to aggravate you or to protect you? Get mad Parkway...we pay their salary!
There is no check and balance with this HOA. Parker Development has built in all the rules (they had great lawyers, I have to give them that) Do you know that in order to change any rule, we need 2/3 of the owners to approve a change? Not 2/3 to vote...2/3 approval on an issue. When can you get 2/3 to agree on anything? There should be a democratic voting policy for the good of the Homeowners, not the good of Parker development. They hold quite a few votes themselves by the way. They want a tight reign on the community because they are still trying to sell property in the Parkway. That could take years! Do we want that type of Monarchy?
Get Mad Parkway Owners! Come to the next Board meeting and see how subjective they are with the CC&Rs and our homes and money. You'll be surprised!
