Smart boards were specifically a component of a bond taxing RC residents only, and must be used in RC schools. Some Folsom schools have some that were donated or purchased through a grant. They are used for better delivery of curriculum, not to displace slide rules or an abacus. They're pretty cool devices that allow integration of bunches of different media to aid in delivering instruction.
Unified, by the way, is a CA designation for K-12 districts. Non-unified districts would be Joint (elementary) or High School districts. I think Union is the designation that pertains to K-8 districts.
