but alas I think its a California nanny law now that burgers have to be cooked to a certain level before being served
I gotta look into this further to see if that's a fact or not...

Temperature at the time of completion of cooking process or when the food is otherwise removed from required temperature control (when removed from hot holding/when removed from refrigeration/or indicate using room temperature ingredients if assembling using room temperature ingredients): Fully cooked to at least 165°F from frozen, 1 hr. room temp. hold maximum, then reheat to at least 165°F for immediate service.
