It is based on user input, but apparently they'll remove negative posts for the right price.

Urban Spoon is somewhat fraudulent, too. I was watching when Manderes put a link to up their votes on their website. They were nearing the top at one point, and Urban Spoon went and 'corrected' them back down to 48th place.

I emailed with them and they said it's anti-spam measures, but even after my assurance that it was the popularity of the place, and the fact that the owner had requested people vote for them, but they wouldn't budge.

So, yeah, in theory they're community review sites. In practice, they're businesses.
