Ever notice how many people drive Folsom around with broken turn signals. Even Police cars.  Still a lot of people that just can't give up the phone, or pull over.

are you sure its a broken turn signal or a broken finger?

Cause I'm thinking most of them just don't bother to signal.

Nothing in the vehicle code requires using it.

True, you can always stick you r arm out the window.  But the signaling part is absolutely required:

V C Section 22107 Turning Movements and Required Signals

Turning Movements and Required Signals

22107. No person shall turn a vehicle from a direct course or move right or left upon a roadway until such movement can be made with reasonable safety and then only after the giving of an appropriate signal in the manner provided in this chapter in the event any other vehicle may be affected by the movement.

I like to ask the luxury car drivers who can't be bothered to signal if they just couldn't afford to get the signals after spending all that money on the fancy car.

Try passing a driving road test without using your signals.

In 1984 I moved to Germany from the Bay Area, and then I moved to Folsom in 1995.  When I got back, I realized that almost no one used the right-turn signal when exiting the freeway.  I think that must have started happening during my absence.  I've since observed that if I use the turn signal when exiting the freeway, that the person behind me will usually do it, too.  But I don't, then that person won't either.  I think it's a type of reciprocated courtesy thing.  Human psychology is an interesting thing.

But the freeway off-ramp non-signalling is not a huge deal.  What's worse is the failure to signal in town.  It's selfishly rude, in my opinion.  You're supposed to let other drivers know what you're doing, so they can react better.
