I have suspiscions that someone in our neighborhood is messing with our dog(s).  I've been finding plumbs in the backyard, there's no plumb tree nearby, and they contain cyanide in their seeds.  Last night, we got a call one of our dogs was out and saved by another neighbor.  We have no holes in our fence, no loose boards, we've combed the whole yard looking for an area the dog could've gotten out.  If the gate was loose (it's new, so it's not) our other dog would've been out too. It just happened to be one dog, the one that barks more (and that we've been controlling his barks with a collar).

Just wondering if there's anything we can do, do we just report it to the police, non-emergency, or is there another agency we should contact?

I would first try a camera and see if your dog has figured out a way to escape when he hears your car leave. He could very well be doing so. I would also encourage your sons ( if you have any) to use whatever means are at your disposal- to get rid of excess pests coming to your backyard (like squrrels). Birds and squirrels are notorious for throwing things at dogs..

The added benefit of the camera is that you may catch the culprit. Other ideas: use a concrete drill bit, and put a ground bolt onto the inside of the gate with a two finger latch. If your dog is truly an escape artist, I would also consider installing a metal flap with a hinge over the bolt latch.

You may also want to install a strand of barb wire at ground level , beside the entire perimeter of the fence.

As a final testament to the ingenuity of dogs> consider getting 1x1 chicken square wire to place between the fence and the house, and the posts and the fence gate; then wrapping barbed wire onto it or electrifying it with a hot strand.

Finally, if you do think this is a person and not a wily dog and silly pests: a motion detecting recording camera with infra red technology for day and night recording- might be a good idea.

The last time I saw a friend go through this: it turned out to be one of the kids sleep walking and letting the dog out. And squirrels throwing stuff at the dog and crows pulling the dogs hair out for nest making. Who wouldn't run away after all that?

I agree with the camera idea. You might see that your dog is an escape artist or you might find that one of your neighbors is a jerk.

My neighbors lab used to get out all the time and we couldn't figure out how.

He had pulled the lower cross support loose from the fence and was able to push through at the bottom, then the boards would fall back in place like nothing had happened.
