There are businesses in that center that are busy. Ulta, Bed,bath and beyond, PetSmart, DSW, to name a few. It may have been food and service more than location. It was our go to place back in the day but as they expanded to other locations, the Folsom seemed to suffer.
Yes, there are businesses in the center that are busy, but they are all major brands that people seek out, and are not tucked away in a corner.
I used to have an office directly across from that spot, and the parking lot shared by Wasabi, the mattress joint, and the Thai place is usually empty, while further up is usually pretty busy.
There has been significant turnover of restaurants over the years, thought I'm not sure if it's higher than any other.
I agree that service wasn't great.

When Mikuni announced a Folsom location, the first thing I told my wife was that Wasabi would close within months of Mikuni opening. Wasabi was always where we went when we didn't feel like driving to Hazel. Others, like Blue Nami, have other reasons why you would choose it over Mikuni (I'm already at the mall for another reason; different menu and style). Wasabi didn't have anything that would really pull you away from the other choices. Too similar in style and menu to Mikuni, but with less consistent quality..
