I called the property management company this morning.  The property management company is sending a warning letter.  They want copies of all of the police reports or they cannot do anything.  They said that without that, the judge would laugh them out of court.

OP, I'm sorry this is happening to you. 

 

This makes me grateful for the "nice" kids who continually trespass onto my property & cause damage.  I was beginning to consider selling & moving to an HOA community.

Supermom is on to something though. I would collect the trash and then around 8 am the next morning ring the doorbell. A few times if needed. Not obnoxiously, just politely persistent so that they realize the person ringing the doorbell will not go away. When they answer the door I would smile and say "good morning", then hand them the bag of trash and say, "I think someone at your party dropped this. Enjoy your day." And walk off. If they get the hint great, if not then more assertive measures may need to be taken.

I actually had the opportunity to do something similar a few weeks back. I was stopped in the left turn lane on Blue Ravine at Prairie City when a BMW convertible pulled up next to me and the sharply-dressed 30-something driver tossed his cigarette out the window at my feet (as some of you may have guessed, I was on my bicycle at the time). So, I picked it up, handed it back to him and said, "Excuse me. I think you dropped something".  To my great surprise, he carefully took it back from between my fingers and didn't say a word (and didn't toss it back out the window when the light turned green, either).

 

Regarding the more specific topic at hand, the police will certainly come out to address any party-like disturbance, especially since they often present the opportunity to make drug and under-age alcohol busts. Unfortunately, the much more common and widely disturbing noise problem is extremely loud vehicles (mostly motorcycles), which are protected by a ridiculous (IMHO) state law that says that noise ordinances (for vehicles) cannot be enforced within 200 feet of an intersection.

Yes, cigarette butts are a major pet peeve of mine, as I pick up dozens of them from the sidewalks around our yard every week when I cut the grass. We get more than our fair share because we are roughly one cigarette's walk from Sutter Street, so people have a way of finishing as they walk by our house (or throw them out of their window at the stop sign). And, no, no-one in our house smokes.  Smokers, if you (the general "you", not Supermom) want to kill yourself smoking, feel free, but keep your disgusting trash to yourself.  (Climbing off of soap box now....)

I, too, get tired of picking up cigarette butts in front of the house.  It irks me to have to pick them out of the swept-up leaves and organic material that are suitable for the green waste container.

 

It's not just the littering aspect.  I can't believe people still flick burning cigarette butts from their cars in this day and age when they know how many wildfires have been started that way.

I, too, get tired of picking up cigarette butts in front of the house.  It irks me to have to pick them out of the swept-up leaves and organic material that are suitable for the green waste container.

 

It's not just the littering aspect.  I can't believe people still flick burning cigarette butts from their cars in this day and age when they know how many wildfires have been started that way.

 

I can't wrap my brain around why people who are driving......in cars that have ashtrays....think it's okay to throw their burning garbage out the window.

 

For folks who are walking around, I just did an internet search and discovered that there are pocket ashtrays. Everyone who smokes should have one. But then they'd have to actually empty them, like the ones in their cars, and I guess that's too much work.

I didn't post the link, but did mention it on the first page.  I'm not sure it would help in this situation.  Seems like the OP found an effective way to deal with the problem on their own.

Okay.  New Update!  At the community garage sale last weekend, I found out that several of the neighbors who share a back fence with this new neighbor called the police at least 4 or five times during the week.  The police drove by.  Did nothing because they were seen by the partyers.  !0 minutes later, the party was back full blast again.  This prompted more calls to the police.  There were people riding on top of cars up and down the street at 40 miles an hour, people getting violently in the backyard and in other peoples yards.  People sleeping on neighbors front porches. Grocery carts turned upside down in the middle of the street.  Bicycles laying in the middle of the street, and more.  The back neighbor actually talked to the guy through the back fence.  He could see numerous pot plants being grown in pots there.  Later he heard someone say"F***" the neighbors.  I would really rather pick up cigarettes butts than have this going on almost nightly from 10 P.M. to 4:00 A.M.

I thought Folsom voted against the med pot grow for personal use- ordinance? Isn't a pot grow enough to get an cop presence to knock and walk through- health and welfare thingy and all that?

 

Down with the pot! Legoland, all the way! (smart ground tiles that will soon replace asphalt and paint.)
