Orangevale Recreation and Park District has a $400,000.00 Deficit in the General Fund.
Meeting minutes for May 12, 2011 #12 New Business (a) Presentation of the District Preliminary Budget for Fiscal 2011-12: The budget was discussed in detail. Without reductions there is a $400,00 deficit in the general fund budget. The budget was prepared with minimual capital improvements and no provisions for increasing the generl reserve fund. Reductions were looked at in recreation programs, service and supplies, staff salary (furloughs) and staffing. Approximately, $180,000 in reductions has been identified. Assuming these reductions, the fund balance would be reduced by approximately $220,000. Administrator Foell stated that the set of reductions will have the least impact on personnel, public safety, park safety, and maintain the highest quality of programs and services possible.Recreation program reductions discussed included reducting weekend public swim hours. Most program recouped their cost. Service and supply reductions included agricultural supplies and services, education and training, business confrenece expense and vehicles. It agreed In-Alliance hours could be reducded but not elininated. Potential staff-wide reductions included a one day per month furlough for full-time staff. Salary reductions included elininating one part-time position and one full-time position. director Stickney recommended a staff meeting to explain the changes and options. Director Meraz asked if resealing cound be postponed. Administrator Foell stated it will only get worse and cost more money in the future. Director Caldwell noted were not easy to make but were needed. Director Hawkins commened the staff for their work on the budget and the reductions. The Board agreed to bring the preliminary budget as presented to the June meeting for approval.

1. My first negative comment will go to Director Hawkins, the vast majority of comments made by this director, are to commend staff or thanking the public for their public comments! Rarely does he offer constructive comments. Commending people for doing their job, should be left to the district administrator Greg Foell, since he is the head administrator for district staff!
2. I would say the Board of Directors are doing a terrible job of governing the District.
3. In the past 11 years they have not brought a recreational facility to the residents of Orangevale.
4. We have a commercial retail sales business in O.V. Community Park that the residents of Orangevale did not want, but the Board did. At least the private non-resident owners are making a living!
5. The Board just recently spent $26,000.00 on a shade structure for O.V Community Pommunity Park at the request of the non-residents owners on Final 9 Sports.
6. The 1983 Master Plan talks about a skate board park, after all this time still no skate board park for the youths of Orangevaleafter all this time.
7.Providing a commercial retail sales business in Orangevale Community Park so disc golfers can have a convenient place to buy disc's, drinks and snacks, when 3/4 of a mile away we have commercial business district for this kind of businesses is not acceptable, period!
8. In 2002 or so, the District was sued to have a BMX tract removed from Pecan Community Park.
9. We have no BMX tract or Skate Board Park at Orangevale Community Center, even though six schools are located within a mile of the park!
10. The District has not had a Finance Manager since November 2010.
11. Final 9 Sports pays into the Districts General Fund about $15,000.00 per year.
12. The District spent $58,250.00 of District In-Lieu Fees on the Electronic Sign at the entrance to Orangevale Community Center, that they just had to have, but had no written public reasons for needing!
I would say, this District could do better then they now are now doing, but what do the residents of Orangevale think?

I assume that the business is not operating in the park for free. Do you know what their agreement is? What income, if any, does the city receive from the business operating in that park? Do they pay rent? Does the city get a percentage of sales? Anything?
