It will probably make a very small number of people try it who otherwise would not. Of those, about half won't like it, so I'd say very few additional regular smokers, a small increase in occasional smokers and no difference in heavy smokers.
As for me, nah. I stopped doing that when I got some responsibility in my 20s. Besides, I like to have a clear head. Maybe when I retire, I MIGHT occasionally partake, but then again, maybe not.
No huge concerns. People who want to smoke will always find a way. I suppose there will be more stoned drivers on the road, but I don't worry about that too much. Biggest concer I guess is that for kids, if there is no guidance, they will overdo before they are ready. I don't think many things are harmful if taken in moderation.
