Was wondering if the neighborhood had started to replace its original 1988-1990 roofs (concrete tiles) yet? If so, what's the price range you've received?

Huh?

If it's a concrete tile, it should be a 50-100 year roof.

Even though the concrete tile itself is 50-100 year roof. The underlayment and such does wear down over time.

But that doesn't call for a replacement, just a little re-work is all that should be needed.
