Huge increase cited in Redding residents who can't pay power bills

The number of Redding homes and apartments tagged for being without power has skyrocketed over the past year, with about 20 households forced to leave until their bills are paid and electricity is restored.

Redding's electric and water utilities asked code enforcement officers to monitor 936 households after shutting off service to customers who stopped paying their bills during fiscal 2008, according to the year-end report released by the Development Services Department.

The city shut off utilities to 524 homes for nonpayment in fiscal 2007, documents show. Some 531 households faced utility shutoff in 2006. The fiscal year runs from July 1 through June 30.

"One thing is very different this year than last, and that's the economy," said Building Official Bill Nagel.

Though city officials forced about 20 households to leave until their power was restored, most of the 936 homes already were empty when the utilities were shut off, Nagel said. Some of the people in those homes had left but planned to return once they had money to pay their bills, he said.

All the people ousted from their homes after their utilities were shut off lived in apartment buildings.

Nagel said city code prohibits people from living in an apartment without power because a fire caused by a candle could spread to a unit next door or carbon monoxide released by a gas-powered portable stove, barbecue or heater could suffocate people overnight.

Households in single-family homes where utilities are shut off for nonpayment go through a public hearing before people are asked to leave their homes.

"They get a little more due process, since they are not endangering the lives of others beyond their immediate family," Nagel said.

"I just wanted to give everyone a progress report and to post the details of our upcoming planning meeting.

I have so far received well over three hundred e-mailed commitments to participate in our candle-light vigil on February 3rd to protest the City's practice of evicting families from their homes for their inability to pay an REU bill.

We have a number of people who are contacting media sources, attorneys, and civil rights organizations around the country. We also have skilled people to design a professional-looking leaflet for this event.

WE WILL BE HOLDING A PLANNING MEETING IN CAULDWELL PARK ON SATURDAY, JANUARY 17th AT 1:00 IN THE AFTERNOON (that's a week from the coming Saturday).

We will meet between Market Street and the Aquatic Center, and attendees will be asked to distribute leaflets to their friends, neighbors, neighborhood businesses, churches, civic clubs, or anything else with which they are involved. We will also work out the logistics of the vigil at that time.

I will be getting in touch with everyone I have contact information for about this meeting (and it appears we will even be blessed with good weather!)

Typical. That's Redding for you...Capital "R" for Redneck....
As long as the apartment complex residents aren't using bbq's or burning down the apts. with candles, why not let them stay?
You can survive if needed without electricity.....It's not fun, but better than being homeless....
Americans, don't just come in one color or race.
