Is there another phone # for nonbusiness/weekend hours?
Not sure. This is the only non-emergency number I've ever received.

That number goes to the PD dispatcher, so it is for nighttime and weekends.

The "non-emergency" number is staffed 24/7/365 just like 911, but it is de-prioritized. 911 calls are answered and handled first, the non-emergency number (just like it sounds) is handled on a non-emergency basis. It will be answered, just be patient. (I've had it picked up on 2 rings most of the time.)
If it isn't answered, call back in a few minutes.

I've had the same experience with the non-emergency number. They usually pick up in two rings 24/7.
I wouldn't be so sure about the connection between the men walking the neighborhood and the theft. We've had Comcast subcontractor guys do that (looking over a neighbor's gate) and it does look suspicious, especially since they don't have a uniform or marked vehicle. The guy couldn't produce even an ID so I told him to move along and he did.
I have noticed an uptick in the converter thefts again in the crime logs.

True, but they were clearly acting in a suspicious manner. They were up to something.

There were a couple jokers walking door to door the other day (in S. Lexington) "selling" a way to reduce your SMUD bill. These clowns were asking to see the SMUD statement, asking for phone numbers, etc. My wife was home and was far more patient with these jerks than I would have been.
They may have been looking for Toyotas, who knows. We have a 4 Runner and I think I'll look into getting something welded over the cat to deter this kind of thing.

January 16th in the Sac Bee there was a story about a guy in Roseville who welded some rebar over his and it stopped the thieves. Not only that, the three of them were caught.

How many rings and did you call back? I've toured the facility - it really exists. The phone rings in the exact same place that 911 calls ring, and it is staffed non-stop. The 911 lines are redundant and we have failover with other local agencies. If the phone was not answered, they were busy.
Is it possible you called another Folsom PD number and got voice mail? There are a variety of numbers for various purposes. This one is designed to be answered live almost all the time.

The Folsom Police non-Emergency number is: 916-355-7231
I recommend everyone put that number into their cell phone. I also have the emergency number (985-7551) in my phone too. 911 is finicky with Cell Towers and may route to CHP if you are close to a highway 50. In any event, Folsom PD wants us to use the non-emergency number for anything suspicious or concerning. They highly encourage calls. They want use to call 911 or the emergency number for emergencies, but they are happy to take reports or calls for even the slightest of reasons. Folsom has a fantastic Police Department - we should use them more often!

Oh my goodness that is exactly the type of behavior im describing!! Check out my two posts on it & maybe see if u recognize the man in the newspaper article as a potential culprate.. unfortunetely his family lives near that area.
