I think it is to protect people if they were to get loose.

Does anyone know what was wrapped on the bulls heads? quite a few of them had some type of harness wrapped around their horns.

I asked that question when they were getting them back in the trailer. The cowboy I spoke to said it's to protect their ears from rope burns when they're roping them.
