No Quiet Hour Ordinances In Folsom

I stopped by the police department yesterday.  I have new neighbors down the street.  At first, they were okay neighbors.  They have been partying more nights than not lately.  The parties spill into the back yard and out into the street.  Many under-aged young people.  Alcohol is stored in the trunks of their vehicles.  More is going on than this. According to the policeman I spoke with, there are no quiet hour ordinances in Folsom.  He said, if it is loud enough to bother you, call.  What good is that going to do?

Do you know who you talked to? I spoke with the dispatcher on duty who said she didn't talk to anyone, but that if there is excessive noise they will come out.

 

I know that when my daughter had a small party, perhaps a dozen young adults, someone called and they did indeed come out.

The police department lobby is closed on Wednesdays.  There was a policeman in the driveway between the police department and the Sr. center.  He had the car running.  I rolled down my car window and talked to him.  I don't think this is small party category.  I am thinking that it is 30 or more people.

There actually is a noise ordinance, but it sounds like you'd have to measure it and really is more for when construction can start (7:00 a.m. - 6:00 p.m.). Folsom Municipal Code Chapter 8.42

 

There is also a curfew ordinance which might apply to your circumstances - Title 9, 9.80 Curfew.

There is also a law about underaged drinking. When of of our neighbors was out of town, her young teenaged daughter -- who was supposed to be spending a night at a friend's house -- had around 100 people over for a party. Kids were drunk and disorderly in the street and it appeared that a situation was getting out of hand on the driveway (potentially violent). We called the police and they came out pronto.

Yeah, it's not really practical unless it's a daily thing.  There is some sort of device that can be used.

 

And, basically, what Deb said.  We all will have to be sharing the streets with these young people who shouldn't be drinking in the first place, let alone driving.

That's my point. If they'd come out to my house for a dozen people, and the cop said he could not hear the noise when rolled up the street, but had to respond, anyway, surely they'd come out if you told them there were 30 underage drinkers having a party.

 

Next time it happens, call them.

Thank you, all.  It is starting again tonight.  Already about 10 people there, that I know of.  Usually, it does not get going until after 10:00.  So far, they are pretty quiet.  This will make 4 out of 6 nights.  The street is getting trashed up.  I will call tonight.  Thanks again.

Collect up the trash and put it behind their front wheels in the driveway. It is always nice to know neighbors help you with the little things.

Nor would you want to commit a crime by vandalizing/damaging their vehicles. Two wrongs don't make a right.

Are they renters? You might want to call the landlords.

Supermom is on to something though. I would collect the trash and then around 8 am the next morning ring the doorbell. A few times if needed. Not obnoxiously, just politely persistent so that they realize the person ringing the doorbell will not go away. When they answer the door I would smile and say "good morning", then hand them the bag of trash and say, "I think someone at your party dropped this. Enjoy your day." And walk off. If they get the hint great, if not then more assertive measures may need to be taken.

I called the property management company this morning.  The property management company is sending a warning letter.  They want copies of all of the police reports or they cannot do anything.  They said that without that, the judge would laugh them out of court.
