Although it doesn't answer your question on how to change light bulbs in chandelier, there is a suggestion on how to not change your chandelier bulbs too OFTEN.

How does changing your light bulbs every 20 years sound?

If you switch all your chandelier bulbs to LEDs, they will last up to 20 years based on 3hrs/day use.

Until now there haven't been many "good-looking" LED candelabras. Most LEDs look too "techno" ugly to put in a luxurious chandelier. Unlike SEXY LEDS chandelier bulbs (http://www.candelabrabulb.com)

It sounds kind of like our formal dining room. Our chandelier light is on a gold chain
and hangs down to about 5 foot above the floor right over our dining room table.

I would just get it lowered so you can change the bulbs in the future.

4 bulbs for a $100. I'll spend a fraction of that for the next 20 years replacement sets. Seems a bit steep.
