Washington Driver Caught in HOV Lane With Teddy Bear, Pays Dearly

When a Washington state trooper pulled over a speeding driver during Monday morning’s commute, he expected to write a speeding ticket and let the driver go on her way.

 

Instead, when the 19-year-old driver rolled down the tinted windows of her Volkswagen Jetta, the police officer discovered an unlikely stuffed passenger in the seat next to her.

I have a question.  Why do people get away with a child or an infant in a baby seat as a second person in the car?  isn't the whole idea of an HOV lane to take cars off the road?  Its pretty unlikely a baby or child is going to be driving a car that would otherwise be on the road.  right?

It simplifies enforcement.  The cop doesn't need to figure out ages of occupants.  "Persons" is a legally understood and easily observed criteria.
