Does anyone know why they keep draining Willow Springs Reservoir?

I'm not sure this is the same place you are talking about, but this is an excerpt from the 8/24/11 Folsom Telegraph explaining the low level:

“The Willow Hill Reservoir is under the purview of the state’s Division of Dam Safety. That agency requires that we clear vegetation from the reservoir at least once a year,” said Sue Ryan, the city’s public information officer. “We shut down the water source (Folsom Lake) and let the water level drop so the crews can get in to clear the vegetation. The process generally takes about a week. It’s complete now and the reservoir is full.”

Yeah, the Willow Springs Pond/Lake/Whatever looks pretty full to me. I see it everyday.
