Anyone know why there was a cop car and two motorcycle officers talking with Mr. Cagney while someone was in the police car? This was the scene at Oak Chan today. Did something happen?

There was a scheduled lock down drill on Tuesday 1:15-1:30

I heard about it too.... but no details.
Obviously it has nothing to do with the lockdown that happen the day before.... besides, the dude was actually arrested.
It could have been the thought police - just a thought (oops, I'll be looking over my shoulder now).
