Since nobody here responded to my query about recommended local seamstresses/tailors for clothing alterations, I did the next best thing and went with an old recommendation I found through a forum search. And, boy, am I glad I did that! 
I highly second Folsom 500's recommendation here:
"I will offer up a great alternative for alterations and tailoring in one Ms Lys Floyd. She works out of her home on Seaton Dr and her phone number is 916-985-0740 by appointment only.
She is very reasonable and does a wonderful job."
I brought to her three pairs of ladies' trousers: 1 needed shortening and all 3 needed to be taken in at the waist. She did all of the alterations in less than a weeks' time (I told her I wasn't in a rush), and even pressed them for me. I am amazed at the result -- even with close scrutiny, I can not tell that the trousers were not originally made like this -- beautiful work.
For all three, $55. I'm sure that taking in the waist was not as simple as hemming, so well worth the price.
