Bet no one pays much attention to this bunch any longer.       When the least controversial is a 40 foot tall metal statue of a singer and a giant guitar pick.         A giant guitar pick??    A visit to a prison?     An overpass with prison towers in miniature?        That's this city?

 

Accounting of city 'investments'  is detailed --   really wish a CPA would read through this and offer some comments on "our money."      Seriously someone ought to explain how South of 50 FPA parking got involved with this, and its own legislation.

Exactly what are the new taxes, fees, income, redevelopment involvement of the FPA S50 area, and how to they impact our bills and infrastructure?    Is there really a new 'parking' authority S50?

I'm more curious about Resolution 9616.  It's about a Memorandum of Understanding (MOU) with EID and their 40,000 acre feet water rights in the lake.

Anybody understand what is going on there?

 

Under one of the attachments it says, "Seeking opportunities for supplemental revenues through the use of available capacity at the city's Folsom South Canal intake facility."

I didn't think Folsom had developed that intake facility yet.  They did a study in 2006 and it's mentioned in the city's water plan for 2010, but it says it wasn't completed.

 

Add:  Is this the $700,000 Hazel/50 intertie project to help in droughts that won't be done until 2017?  It is, "A pipeline that will go under the American River that's treated by the Carmichael Water District, on the north side of the river, to be used on the south side of the river in Folsom and Rancho Cordova during times of drought."

 

We also have an EID intertie they did after the Natoma raw water pipeline collapse in 2009.  In 2007 we got the San Juan emergency intertie.

 

I know this is a dumb question, but why do we need a barge if we have these interties?

Law governing "area of origin of water", and so-called County of Origin water rights --  COO laws.

 

It's doubtful the final four council understand it.     The MOU is rather meaningless, given the court rulings impacting the 1931 law about "County of Origin" water law, and its 2 successors.     Here are some points to consider:

 

a.   this is not MOU with EID, but with ED water & power authority:   huge difference.     It is not about real water which actually exists.

b.   city council/staff and this EDWPA group plan to claim rights to Folsom Reservoir water through the arcane  COO   County of Origin old law, and its successors --   all of which have been invalided in court cases.     In plain english, the courts have already found such new claims on "water rights"   are poppycock.

 

As for the EID raft with pumps, what's important is that there was not even enough water to support it, so they added pillows of air to it.    Today 8 26 15, a huge crane and boat were put in at Granite Bay to support the raft shown elsewhere at 4sewerdogs Youtube channel.

The following observations can be made regarding the Area of Origin Laws:
1)   Their intent seems clear: to provide some measure of protection for Area of
Origin water such that water will be available for future needs notwithstanding
the development of export projects.
2) While the intent is clear, the language of the laws is very general.
3)There have been four recent court decisions that contain discussions of the Area
of Origin Laws.    All four cases considered and rejected area of origin claims.       
 
SWRCB says COO deals "don't hold water."
 
 
Neither is Folsom Reservoir.
