LOL no, it wasn't the real guy, just some actor made up to look like a younger Tarkin, with the gaunt expression and sharp features. Either that or he was remarkably well-preserved!

Oh, and yes it was in that closing scene when they were viewing the Death Star. He appears to be concluding a conversation with Sidious, turns and walks away.

It's true! He was sitting right in front of me. Cool Peacetrooper uniform dude, though you probably would have gotten more out of the movie with the helmet off.
