Members of the public are entitled to address the City Council concerning any item within the Folsom City Council's subject matter jurisdiction.  Public comments are limited to no more than three minutes.  Except for certain specific exceptions, the City Council is prohibited from discussing or taking action on any item not appearing on the posted agenda.

The meeting of the Folsom City Council is being telecast on Metro Cable TV, Channel 14, the Government Affairs Channel, and will be shown in its entirety on the Friday and Saturday following the meeting, both at 9 a.m.  The City does not control scheduling of this telecast and persons interested in watching the televised meeting should confirm this schedule with Metro Cable TV, Channel 14. The City of Folsom provides live and archived webcasts of regular City Council meetings.  The webcasts can be found on the online services page of the City's website www.folsom.ca.us.

Do the residents care that there are Resolutions for the spending of over a Million Dollars of their money for projects which have NO  licensed Engineer's Proposal, approvals, or COST ESTIMATEs.    No EIRs have been done, despite sensitive locations near open spaces such as the forest cliffs at the Prisons, Willow Creek, Humbug Creek.

 

Money, money, money, plans, plans, plans -- and NOT one single hard factual Engineer's Report on this nonsense.

 

There's also the one-half million dollars for traffic signal lights at Levy and Sibley.   How's that for high costs?   And NO ENGINEERs Reports whatsoever?

 

 

If you like open spaces, and don't want open access money spent to make the Folsom prisons ground more accessible to all, read the agenda and know who is doing what to whom and ask 'why are we paying huge sums for projects that are not certified?'

Not all projects require an EIR; in fact, most multi-use path projects do not, precisely because the impacts are small and easily mitigated (typically by replanting trees and/or elderberry bushes). Regarding Phase 2 of the Johnny Cash Trail, the staff report includes discussion of the environmental review under both CEQA and NEPA (and Caltrans signed off on the NEPA review).  Therefore, the IS MND (CEQA) and CE (NEPA) prepared for this project are appropriate levels of environmental review. As for the engineering plans, my understanding is that they are nearly complete for this project. At the stage of applying for funding, they are rarely complete (you need the funding to pay for both the design and the construction). Before going to bid, I'm sure they will be signed by the design consultant's engineer and the city engineer. I don't see a problem here.  And, no, I have nothing to do with this project - other than a desire to see it completed. For those who like the existing part of the Johnny Cash Trail, the next phase will be even cooler (well, except maybe for the JC Bridge) as it crosses some beautiful areas of the prison grounds and will have some great views of the river from Lake Natoma all the way to the Folsom Lake Crossing.

 

Maestro, you keep alleging that the city is moving projects without proper environmental review or engineering studies/plans, but my experience is that this is not true, and I see no evidence from you to the contrary.
