Considering The Parkway....

Hello potential neighbors,
My husband and I are perusing homes and are considering one in The Parkway. It's so difficult to find information sometimes. I see that there are Mello Roos. Can anyone advise us on when/if they expire? Also, is flood insurance required in the area? Anything else you would have wanted someone to tell you?
Thanks in advance for any insight you may be able to provide.

Don't know about those issues, but I have to warn you they have the Homeowners Association from hell. We rented in there for a couple of months and we got "warnings" for not getting our garbage cans out of the street in time, and for parking on the street overnight. The HA takes care of the front yard maintenance, which is nice but all the front yards look the same. Its like Pleasantville. If thats what you like, go for it. It drove us nuts and we couldn't get out of there fast enough.
I have a hard time deciphering the fine line between boredom and hunger.

Usually based on a 20 year bond.

We've enjoyed living in the Parkway for 13 years now. I see HOA rule enforcement as a net positive thing - it is annoying at times but it is better to see things consistently enforced than to have neighborhood standards deteriorate. No flood insurance required for us. HOA staff is pretty responsive.

We've rented in the Parkway for 2 years now, and have nothing but great things to say for the community and living conditions. Although we don't pay the HOA fees (guess they're incorporated into our rent), we have had occassion to contact the HOA as well as the Security folks and they have been incredibly responsive and are so very friendly. We moved up here from another rental in Natoma Station, and I must give the Parkway management kudos for the very comfortable living environment that they deliver. Highly recommend it. Leenda

Not necessarily. Some Mello-Roos districts are set up for maintenance purposes (landscaping is a good example). Those, understandably, do not expire.

Some districts are established to finance infrastructure improvements (e.g. roads, sewer, stormdrain, etc). Those can have varied lengths, but most are 30 years from issuance.

Mello Roos came about as a response to prop 13 which limited the raising of property taxes. Mello Roos bonds pay for infrastructure items ranging from streets to schools. They may get paid off, but do not 'expire', to my knowledge. When you buy a home, you receive details on bonds and other assessments with your title report.

Flood insurance is not usually required anywhere in Folsom, but do check with your insurance specialist to be sure.

I know people who have moved to the Parkway because the HOA protects the integrity of the neighborhood, enforcing parking, landscaping and other rules.

I also know people who have moved out of the Parkway because they thought the rules to restrictive.

It's all about the lifestyle you want.

I really enjoy living in the Parkway - I'd say +1 to all the positive comments about the association and I love being freed from front yard maintenance.

It's also a great place for outdoor lifestyles with beautiful trails near all the homes. The streets are lightly travelled and thus safer for kids.

We rented in the Parkway for a year, and 6 months in Briggs Ranch, while we were building our home. I had heard lots of great things about the Parkway - which is why we rented there for a while (we actually considered buying there prior to deciding to build).

Folks love to live in different places for different reasons. You should figure out what you want in a community and focus your questions there.

Here are my thoughts:

The HOA restrictions help keep the Parkway looking great. Everyone knows what those restrictions are going in. The most concerns I've heard are regarding parking. If you've got kids that drive, or that will - that may be an issue in the future.

The bike trail system is a huge plus (we miss having close access to it). A great place to walk / bike daily.

In my opinion, the homes are a bit tight - packed in. I think that's a result of having s much public open space - so it's a trade off. Once we were there for a while - we decided that it was just too tight for us.

Ill just chime in that we really loved Briggs Ranch. But for the location (from the freeway) - we would have loved to stay there.

We've lived in the Parkways for almost 9 years now. Although the HOA is restrictive, I think it is restrictive for good measure. Keeps your neighbors from parking RV's, boats, junkers, etc. on their driveways or on the curb in front of their (your) house. The rules aren't that hard to follow, I think the ones that do have some concerns are probably the people that would want to park an RV in front of their house or a boat in their driveway, or would let their grass grow until it is 17" high.

The houses and the yards look pretty much like they did from day one, so the neighborhoods still look very nice. Welcome to the neighborhood!!!!

This is the reason we decided not to move to The Parkway. The houses are just too close together for our comfort. We decided on American River Canyon South and LOVE IT. HOA fees are $120 per year and we have BREATHING SPACE. It is quiet and peaceful. Lots of mature trees, room for a large vegetable garden and fruit trees, room for our doggies and nieces to run around and play. Friendly neighbors who have been in the neighborhood long-term (some up to 30 years!). Yes, lots of yard maintenance, but thankfully my husband enjoys it and says it is worth it to live where we do.
