What area is defined as the Central District? Would this apply to people who live on Lembi, Sibley, Bidwell, etc.???

If you were going to drive the Central District boundary, you would start at Folsom Boulevard, go up Bidwell (not EAST Bidwell), turn left on Riley, right on Persifer, left on Stafford, right on Fargo, left on Montrose, left on Flower, right on Blue Ravine all the way to Folsom Boulevard, right on Folsom Boulevard to where you started on Bidwell.

Yes, Lembi and Sibley are in the Central District. Bidwell's south side is in the Central District, while the north side of Bidwell is in the Historic District.

You can go to City Hall in the Planning Department and ask for the district map and it shows everything very clearly as to these districts. The significance of assigning the districts, is the historic and central districts are overlayed with the redevelopment district which allows for low/no-cost loans for property improvements (yes, even your personal residence). Really an underused option.

Hope this helps.

Hmmm... I would have thought that the central district would have also included the "Folsom Heights" area. In other words, the Royal Oaks, California Hills, Steeplechase, and other neighborhoods that are bordered by Lembi, Blue Ravine, Sibley, and Riley.

If not, is this part of Folsom not represented by the Forums?

Check out the perimeters I previously gave - all the subdivisions you named ARE included in the Central District.

I can't quite picture all of these streets. Is Avon included in the Central District?

ETA: never mind, I found it on a map.
