It's garage sale season again and we need to be reminded that posting of garage sale signs on property other than your own are prohibited except by permit (like builders). You can post one sign on your own property during the sale only.

A BASIC GUIDE TO CONDUCTING RESIDENTIAL SALES IN THE CITY OF FOLSOM
This guide is not all-inclusive. Exceptions, rules of placement, conditions, time limits, et al, are contained in Folsom Municipal Code (FMC) Chapter 5.09.
WHAT IS A GARAGE SALE?
Garage Sale is an all-inclusive term used to describe any and all sales of items from your home. The Folsom Municipal Code (FMC) considers items offered for sale at a residence, whether it is done from a garage, carport, driveway, patio or front/back/side yard as constituting a garage sale.
Beyond the obvious, where the garage door is open and items are displayed for sale, other examples of a garage sale are:
Setting up tables in your yard with items for sale
Leaving a washing machine in your driveway with a FOR SALE sign on it.
WHAT ARE THE RESTRICTIONS ON GARAGE SALES?
Only two (2) garage sales can be conducted on any premises during the calendar year.
A garage sale can run no longer than three (3) consecutive days.
WHY CAN’T I DISPLAY STAKE SIGNS AT THE MAJOR INTERSECTIONS NEAR MY HOUSE? BUILDERS DO THIS!
You can if you obtain a permit as do the builders. In order to place signs in the public right-of-way, the person obtaining the permit must have appropriate liability insurance.
WHAT ABOUT ALL THE DIRECTIONAL SIGNS I SEE ON UTILITY POLES, STOP SIGNS AND ON OTHER PUBLIC AND PRIVATE STAKES, POSTS & POLES?
THESE SIGNS ARE PROHIBITED!
HOW CAN I ADVERTISE MY GARAGE SALE?
The FMC allows only one sign. Unless you obtain a sign permit to display signs in the public right-of-way, you are permitted only one sign which must be on your property where you are conducting the sale. You may display this sign during the time of the sale, only! The sign can have a maximum size of six (6) square feet and be no greater than four (4) feet tall.
Alternative methods of advertising:
1. Penny Saver Ads
2. Classified ads in the Folsom Telegraph or Sacramento Bee
3. Bulletins about your sale at your place of work
4. Notices on shopping centers or merchants’ bulletin boards (with permission)
HOW ARE SIGN VIOLATIONS ENFORCED?
Code Enforcement Officers perform routine sweeps of the entire City to abate garage sale signs and respond to all citizen complaints.
Notices of Administrative Violation of $35.00 will be automatically issued for displaying prohibited garage sale signs. (Subsequent sanctions for garage sale sign violations may be higher.) The violator will be directed to remove all signs.
If signs are not removed within the time allotted, the violator will be subject to a sanction fee of between $20.00 and $500.00.
AS A CONCERNED CITIZEN, WHAT CAN I DO ABOUT THESE ILLEGAL SIGNS?
If public blight caused by signs tacked to poles offends you, as it did the citizens who helped pass this law, you are hereby encouraged to perform a civic service and remove them.

I am in accord with the rules and regulations regarding signs. It is very galling to have signs a couple of weeks old still on telephone polls, lamp posts, median strips, etc. At least if one is going to break the ordinance, have the courtesy to remove the signs after the sale is over.
I feel the same about signs plastered on poles, mailbox centers, etc. regarding lost pets. Some signs even include pictures, but the one putting up the signs never seems to remove them.

Yeah, and I'm sure it's illegal for kids to set up little lemonade stands on the sidewalk, too. Terry, I certainly hope you are hounding the city to go after the little miscreants who do this!!!
(Yes, I am being sarcastic.) My point: lighten up, people!!! It's just a garage sale sign. I, for one, am delighted to see signs on Saturday mornings directing me to garage sales where I can converse with neighbors and look for bargains for my little girls. I also don't begrudge people who have lost a pet -- who are probably emotionally devastated -- from putting up signs trying to locate it. You can bet that if I ever lose my faithful companion of many years, I will put up a sign on every tree, pole, and post I can find... and pay whatever fines I have to.
I do agree that it would be nice for people to make every effort to remove the signs afterwards -- and as far as I have observed, most garage sale holders do so.

One great way to get rid of old garage sale signs is to rip them down and hunt down the address. Then post them on their garage door so all can see how inconsiderate they are. There is a sign on Iron Point for a garage sale last week - I'm very tempted to do it myself as the sign is definitely in grabbing distance.
