There is nothing to negotiate...we just need to tell Aerojet at the end of this current contract we will NOT agree to selling any of our water! Don't plan on developing any of your property with our water as it won't be there in the future.

Robert is correct in being so concerned with this issue. Unfortunately, the City will move forward with selling our future for their immediate gains. The issue is even more serious than Robert may even be aware.
Our 1984, 30 year contract with Aerojet is for 9,000 acre feet. I believe that the total of our current sources is about 32,000 acre feet, so it is a substantial percent. But more importantly, it is from our "historic" water rights of about 21,000 acre feet. This is the portion of our water that is most protected against cut-backs (by Feds) in times of draught.
The other two sources of about 5,000 acre feet each are subject to drastic cutbacks. They are also the sources that require Empire Ranch and Broadstone residents to pay much more for water than the rest of the City.
I had proposed the following to several Council members but apparently it fell on deaf ears:
As Robert knows, recent State laws require a "permanent" water source (water rights) for new residential development. A source on lease, such as Aerojet has with Folsom is not acceptable.
But water from the sources of our 10,000 additional acre feet might be. Aerojet is not using anywhere near the 9,000 and never has. I would propose to offer them 5,000 from our other sources, and let them pay the premiums, and get back the entire 9,000 acre feet now. This would allow water rates in the above areas to be reduced to what the rest of us pay. For many reasons, this is clearly in the best interest of current residents.
But then again, with this Council, your best interest pales in comparison to their rabid growth agenda and demands of developers.
As a foot note, Aerojet’s contract with the City is for pennies on the dollar.

Hey Bob,
Just curious...what is the appropriate way to inquire as to the impact of these "closed" sessions on the community? Seems to me that there are an awful lot of decisions made and then pronounced to the public w/o any recourse...or am I being too naive?

Astute observation.
Within the next few years, you'll see residents leaving to move farther East/Northeast to avoid sprawl and commercial development.
We need more Urban Studies scholars in local government.

Until then, let's gather to celebrate and build!
If you want to support a policy that knowingly will have the taps run dry in future and create this burden for our children and future residents, then we are just simply 2 different people.
I want to leave Folsom a better community for my children and their children, than what I found when I moved here. I don't understand how giving away a permanent water supply for short term supply to facilitate growth is going to accomplish that?
DON"T GIVE AWAY OUR CHILDRENS WATER!

I'm sorry, at times its not easy to see sarcasim in these posts.
BTW, I'm NOT anti-development. I feel development needs to pay for its impacts and be done in a manner that complements the existing area rather than detracts from it.

I used to feel that way. However, it seems that much of the recent development occurring here is done simply to turn a buck: aesthetics and livability issues aren't thoroughly researched--or are simply ignored. My humble opinion, of course.

This is sarcasm, right? Just like Duke?
But unfortunately I think you are serious. If the Council cared about residents concerns, why is the closed session BEFORE the agenda item. As you know Tessieca, the Council will simply just announce what THEY decided to do during the previous closed session during discussion about the items on the open agenda.
So I will have to disagree. With this Council, it is always time to worry on any issue where the best interest of Folsom families conflict with development interests.

The more you look at what the agreement does the more its obvious this is a bad deal for the citizens N50!
Basically we have given away a permanent long term supply of water that our children and their children would be entitled to, for a returning a portion now.
The council gave me plenty of time and we had engaging dialouge, but we just agree to disagree.
The frustrating part of all this is we had the ability to extract so much more from Aerojet as they need this water so much more to develope this area than we need it back now, without this water they can NOT develope this land!
We should have gotten so much more than we did!
