Members of the public are entitled to address the City Council concerning any item within the Folsom City Council's subject matter jurisdiction. Public comments are limited to no more than three minutes. Except for certain specific exceptions, the City Council is prohibited from discussing or taking action on any item not appearing on the posted agenda.

The meeting of the Folsom City Council is being telecast on Metro Cable TV, Channel 14, the Government Affairs Channel, and will be shown in its entirety on the Friday and Saturday following the meeting, both at 9 a.m. The City does not control scheduling of this telecast and persons interested in watching the televised meeting should confirm this schedule with Metro Cable TV, Channel 14. A VETERAN
Whether active duty, retired, national guard or reserve - is someone who, at one point in their life, wrote a blank check made payable to "The United States of America" for an amount "up to and including their life".
That is HONOR, and there are way too many people in this country who no longer understand it.

Not sure how the cap came into being, but the question, "Got water?" comes to mind.

With little fanfare, Folsom officials have shelved a little-known population cap for the city established in 1989.
City Council members of the time set a population cap of 69,333 residents.
“The exact reasoning behind this resolution is unknown, due to a lack of sufficient legislative history,” wrote David Miller, community development director, in a report to council members. “However, the cap on the city’s population is neither required by law nor mandated by the city’s General Plan.”
“The desirable intensity of development of the city of Folsom consistent with the adopted General Plan is a population cap of 69,333,” the 1989 resolution stated. “This resolution is a statement of purpose and is designed to define the limits of population.”
Council members removed the cap May 13.
“We rescinded the 69,333, but now we need another one,” said City Councilwoman Kerri Howell. “I kind of like a population cap of 99,999.”
Apparently, city officials at the time relied on a per-household population figure of 2.46 persons. Currently, the per-household figure is 2.61.
“In terms of density, the trend for residential single-family development has shifted in the last 20 years from larger-lot, detached structures in the 1980s to more clustered housing developments on smaller lots with a larger common open space,” Miller wrote.
Residents interviewed tended to be leery of the move to remove the cap.
“Folsom already is too crowded,” said Sherry Holsten, a 24-year resident. “Too many houses, too much traffic.”
Michael Simon said, “With all the growth, I guess they’re planning more. But, I don’t plan on moving. I’ve been here 15 years in July. I like it that I don’t have to go to Sacramento to buy things.”
“I thought they weren’t going to build anymore -- that Elliott Homes was the last one,” said Jackie Cook, a five-year resident

Looks like the bank wants to take a name off the list before they'll lend.
If approved the new execution date will be June 17th.

But they're willing to lend the same cash, but with less people "on the line".
Either way, I'm just happy to see it's getting built! I can't watch the video right now, did it go through?

no volume for me either.
I do remember seeing the city manager offer to review the budget and get back to the council with recommendations. They didn't seem too eager to respond to that though. Not sure what's up, but I have heard there have been significant layoffs/reassignments at City Hall.
Knowing the past helps deciphering the future.
